Selectboard Meeting Minutes
Jan. 21
In attendance: David Stevens and John Alexander, Selectmen, Greg Gallagher, Town Clerk, Millie Davis and Mary Lou Cummings, Town Auditors, Glen Harter, Health Office, Tony and Sharon Strange, Isaac Poe, Anne Alexander, and Gerald Saindon.
John called the meeting to order at 6:10 PM.
Glen Harter explained that the Town needs to set up an account with the State Health Dept. for water sampling.
David moved and John seconded to authorize Glen Harter to bring Greg information to set up an account with the State. Motion passed.
Mary Lou and Millie explained their budget format and forms to be used for the 1/28/08 Budget Hearing. They also said that there was $326,742.67 left in unrestricted funds. Some of this could be earmarked for special projects and some could be returned to the taxpayers.
The Selectboard should determine how to handle that.
Tony and Sharon Strange presented a petition to ban nudity. The petition was later withdrawn, for now, until the Selectboard discussed the ordinance procedure with the town attorney. Tony also read an e-mail from the Ed O’Leary, FP&R Operations Director regarding that department’s position on enforcing a nudity ordinance.
David moved and John seconded to contact the town attorney on how to handle making a Nudity Ordinance. Motion passed.
Isaac Poe, Acting President of Mad Brook Farm, asked how they could proceed to request to throw up a .75 mile section of the Class 4 road leading to their property.
David moved and John seconded to contact the town attorney regarding the process needed to throw up a section of road. Motion passed.
David moved and John seconded to sign a "Proof of Loss" for the insurance coverage for the damaged plow. Motion passed.
Greg reported that Westmore Fire and Rescue performed a rescue of two men whose snow machines had broken through Willoughby’s ice just off the boat launch. Kimball had reported that this was a "very serious" rescue and that his crew performed exactly as they had been trained.
Gerald Saindon reported that he and Darryl Davis had inspected the Municipal roof structure. Darryl suggested it needs bracing. Gerald will get a proposal from Darryl.
John and David asked Greg to see if the Listers could get Dean Russell here before Town Meeting to discuss the Tax Maps. They said they could meet with him at his convenience.
John moved and David seconded to donate $25 to Orleans-Essex Visiting Nurses Association in Lucinda Feerick’s name and the same to the Milfoil Eradication Fund for Janet Page. Motion passed.
Correspondence was briefly reviewed.
At 9:07, David moved and John seconded to recess the meeting until 1:30, Tuesday, at Old Cottage LN. Motion passed.
MINUTES (Continuation of January 21, 2008 meeting)
Board meeting reconvened to Old Cottage Lane 8:30AM January 24, 2008, to discuss Julie Mountain/Al Brisard request to plow Class IV section of Old Cottage Lane.
Present: David Stevens, Road Commissioner – John F. Alexander Selectman, Dennis Desmarais, Road Foreman, Darcy Libby road crew, Julie Mountain land owner.
Ms Mountain presented ideas/options regarding turn-around area as well as where snow might be plowed. Mr. Desmarais presented his position regarding width of road, where snow would be plowed ["stockpiled"] and difficulty in turning around in a restricted area. Mr. Libby "invited" Ms Mountain to visit the town garage to view a "ten wheeler" to see for herself the size of the plow truck used to plow Old Cottage Lane.
Meeting was over at approximately 9:00AM. Meeting recessed until 3PM Thursday January 24, 2008 when the board is scheduled to meet with Attorney May.
Selectboard meeting reconvened at 3PM Thursday at Attorney May’s office to discuss the following:
1) Nude beach ordnance.
2) Arcadia Lane property owner request to have "abandoned" vehicle moved.
3) Mad Brook property owner’s request to have section of Class IV road
"Thrown up".
4) "Warning Signs" {Thin Ice} Lake Willoughby.
Attorney May will research the nude beach issue to determine if there is a state law that prohibits nude activity on public lands. We have requested that we have a reply by our next selectboard meeting.
Arcadia Lane. Town will send a letter to vehicle owner requesting that the "abandoned" vehicle be moved.
Mad Brook request was addressed by board. Board gave copies of statue to Mad Brook property owner to review regarding procedures to follow when requesting town to throw up a road.
Ice warning. Board decided to request that VAST be responsible for posting warning signs near trails that boarder Lake Willoughby. John A will contact Mark Ellingwood, VAST member, to suggest the idea of posting signs.
David Stevens motioned to adjourn meeting at 3:45PM. Second John Alexander voted in the affirmative.
