In attendance: Nancy Mallary, Chair, David Stevens and John Alexander, Selectmen, Greg Gallagher, Town Clerk, Amy Robinson, Selectboard Clerk, Gail Brown, Lister, Vincent and Louisa Dotoli, Bob Cummings , Tony Strange and Gerald Saindon.

Greg asked that the following be added to the agenda:

John moved and David seconded to add the above items to the agenda. Motion passed.

Greg presented a quote form Ned Fauser for crushed gravel. The board will wait until Town Meeting to see if the voters authorize the amount requested.

John moved and David seconded to sign a revised "Certificate of Miles" for Vermont. Motion passed.

After reviewing the dates, the Board decided to contact Scott Keyser before signing. The motion was withdrawn.

A letter from Town attorney, Bill May, regarding snowmobile use of town roads was read.

Gerald Saindon reported that the road foreman is concerned about snowmobile traffic coming down the plowed portion of Long Pond creating a hazard. Grooming the unplowed section would only increase this traffic. Gerald also said that grooming the trail would deteriorate the road more than usual.

John moved and David seconded to deny Mr. Myers request to allow VAST to groom the unplowed portion of Long Pond Road. Motion passed.

Upon reviewing the parking of vehicles on the Town’s right-of-way at Arcadia LN, John moved and David seconded to have Amy write the two parties involved notifying them that parking in the Town ROW is prohibited, and that any vehicles within the ROW must be removed within 45 days. Motion passed.

Gail Brown informed the Board that the disabled veteran exemption was set at $20,000 last year (2007). The maximum allowed is $40,000.

David suggested that the issue be addressed at Town Meeting.

Greg said that through the reappraisal software, an error seemed to have been made on the Mary Theotokis property. It had previously been declared tax exempt, but the exemption did not carry over on the new reappraisal. They have subsequently been sent a Tax bill which they paid, late. The Board suggested that this be dealt with at a Board of Abatement Hearing, but to check with VLCT.

There were no Health issues.

David moved and John seconded to approve Select Orders and Payroll #4, including a pre-authorization for Greg to write a check to the U.S. Post Office for postage for the Town Reports. Motion passed.

Nancy moved and John seconded to approve the 12/10/07 Minutes. Motion passed.

David moved and John seconded to approve the Minutes of 2/4/08 and 2/11/08. Motion passed.

Gerald reported that the Municipal Building roof/ceiling repairs are on-going. He is concerned now about the insulation and ventilation.

Tony Strange asked for an update on the Nude Beach issue. A letter from Bill May was read. Also, submitted was a letter from the Westmore Church deacons and an e-mail from Bob Drew, Westmore Association president.

This issue will be discussed at Town Meeting under Other Business.

After hearing Greg present three website proposals, John moved and David seconded to authorize Greg to enter a contract with Takuya Shimamura for website management. Motion passed. Nancy recused herself.

Greg presented a proposed Selectboard schedule, but the Board decided to wait for the new Board to discuss after Town Meeting.

Greg reported that the Transfer Station stickers have been ordered, but at a cost which sales do not cover.

John moved and David seconded to set this year’s sticker rate at $3. Motion passed.

The Board asked Greg to send the Telecommunications Grant letter to Andrew Berley.

John moved and David seconded to approve the excess weight permits for Clem-Dee, Witter Trucking, Gosselin, Inc. and Gosselin Water Wells. Motion passed.

John moved and David seconded to ask Amy to write to NVDA supporting their Transportation Initiative. Motion passed.

At 8:56 PM, John moved and David seconded to go into executive session for personnel issues. Motion passed.

At 9:20 John moved and David seconded to come out of Executive Session. Motion passed.

At 9:21 John moved and David seconded to adjourn. Motion passed.
