Selectboard Meeting Minutes
April 28, 2008
In attendance: David Stevens, Chair, and John Alexander, Selectmen, Greg Gallagher, Town Clerk, Debi Rash, Dennis Desmarais, Vince and Louisa Dotoli, John Badger, Anne Alexander, Kathy Holmes and Gerald Saindon.
David called the meeting to order at 5:35 PM.
John Alexander moved and David seconded to accept the following items submitted by Greg to the agenda:
Cemetery mowing
Pizza for Green Up Day
Willoughby Ventures Liquor License application
Change of signature for Planning Grant
Insulation contract
Tree/Barton Electric
Dog issue
Roads:
Dennis has a bid from Taplins for culverts and will get one from Hopkins.
Dennis also had a quote for a bucket loader.
Gail Brown asked if Dennis could look at the culvert on her road. He will.
John moved and David seconded to lease the bucket loader for up to 2 months while Dennis gets prices on a new truck and two more on the loader.
Motion passed.
Health:
Greg updated the Board on a dog bite/rabies situation. Glenn Harter, Health Officer had observed the dog for 10 days and determined that it did not have rabies. Greg submitted a written complaint about the dogs running loose in the neighborhood. Greg also reported that the two dogs were not yet licensed.
John moved and David seconded to have a hearing on the dogs at the next Board meeting. The owner should be notified by certified mail. Motion passed.
David moved and John seconded to authorize Greg to sign the Milfoil Grant Proposal and send it in. Motion passed.
John Badger asked if the Transfer Station could redeem cans and bottles and bring the money back to the Town.

John moved and David seconded to approve Select Orders and Payroll #9. Motion passed.
John moved and David seconded to accept the Minutes of the April 14, 2008 meeting as written. Motion passed.
David moved and John seconded to authorize the purchase of pizzas for the Green Up Day crew. Motion passed.
John moved and David seconded to approve a liquor license renewal for Willoughby Ventures, dba Northern Exposure Country Store. Motion passed.
David moved and John seconded to authorize Greg to replace Nancy Mallary as the signature on the Planning Grant.
Buildings:
David moved and John seconded to sign the insulation contract with HEAT. Motion passed.
Gerald reported that the LP tanks at the garage generator had caked up with ice last winter and should be moved. The Board asked Greg to schedule Blue Flame to do this.
Greg was asked to call Eric Swanson to attend a meeting to discuss possible work at the North Beach this summer.
David moved and John seconded to have John review the Friends of Willoughby letter volunteering to clean the North Beach with Bill May and respond to them. Motion passed.
David moved and John seconded to authorize Barton Electric to cut the Maple tree which straddles the Office building property with our neighbors. Thay will cut as much as they can and the Town will take care of cutting the rest. Motion passed.
David moved and John seconded to authorize Greg to have the Municipal Building re-keyed. Motion passed.
John moved and David seconded to have David sign an Excess Weight Permit for Richard LaClair Sr. Motion passed.
***David moved and John seconded to schedule an Equipment Hearing June 9th at 7 PM.
John moved and David seconded to have John write a letter to VT Forrest, Parks and Recreation asking for an update on the Cheney House property.
David moved and John seconded to go into Executive Session at 8:12 for Legal and Personnel issues. Motion passed.
Executive session ended at 9:00 with no action taken.
John moved and David seconded to adjourn at 9:01. Motion passed.
