Selectboard Meeting Minutes

October 1, 2007

In attendance: Nancy Mallary, Chair, David Stevens and John Alexander, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Road Foreman, Paul Wasklewicz, Vince Dotoli, Debi Rash, Kimberley Reny and Gerald Saindon. Louisa Dotoli and Anne Alexander arrived at 8:00 and Jereme LeBlanc arrived at 8:30.

                    Nancy Mallary called the meeting to order at 6:02 PM.

Nancy asked that in the future, Agendas be labeled "Draft", and any additions be brought to the Board’s attention at the beginning of the meeting(s).

Greg asked to add Udell’s road and Harold Wheeler’s culvert.

Randi asked to add Gravel pit concerns, Mapping mistakes, Harold Wheeler’s tree and the Oct 2 Irasburg property tax meeting.

David moved and John seconded to add the above items to the agenda. Motion passed.

Dennis gave details on road work. Three thousand yards of 1 1/4 crushed gravel-$5.75@yd is on the floor at Ned Fauser’s pit.

The Fire Department will pay $500 towards the cost of the wood splitter. This money will go into the Equipment Fund.

Greg reported that Robert Udell responded to the Listers’ letter about naming a road off Peene Hill. He said he owns the road and would like it called Zoe Place or Zoe Lane. He added that the proposed road name of White Pines LN was inappropriate since the trees along that road are red pines.

This request will be passed on to the Listers who handle the 911 signs.

Greg then said that Harold Wheeler, VT RTE 5A, asked to have a culvert on Foster’s Grove North cleaned out as be believed it was backing up and causing water to flow onto his property. He had talked with Dennis previously who referred him to the state. Mr. Wheeler talked with Jim Cota of the state at the site. Mr. Cota said it was a Town culvert, not the State’s.

David moved and John seconded to clean out the culvert. Motion passed.

David moved and John seconded to approve Select Orders and Payroll #20. Motion passed.

David moved and John seconded to accept the minutes of the 9/25/07 Meeting. Motion passed.

Randi explained that a tree on Harold Wheeler’s property was hanging over the electric lines and should be cut. She said that Barton Electric would not cut it. David will take a look at it with Dennis.

Randy said there is a property tax meeting in Irasburg with the Tax Commissioner and several Representatives. She will go. Paul said he would go, and David and John said they would try to attend.

Randy then commented that she thought the Tax Maps were very inaccurate.

She also commented that she thought the gravel piles at the garage were very dangerous. David will talk to Roy.

Greg presented the Lister’s Errors and Omissions Report.

David moved and John seconded to accept the E & O report which set the Grand List to $134,817,600. Motion passed.

A separate E & O report for Miele’s was tabled pending further clarification on the Grand List amount after that adjustment.

Greg presented Financials for the year thru Sept. 30.

John moved and David seconded to hold a special meeting at 4:00 PM Oct 15th before the regular meeting to discuss Personnel Policy. Motion passed.

The Broadband grant and Great Auk was discussed next.

John moved and David seconded to have Debi write a letter to Great Auk asking them to clarify their rates and services and their Grant compliance. They will be asked to attend the next meeting at 10/15/07. Motion passed.

David moved and John seconded to have Nancy e-mail Scott Keyser regarding the reclassification of Old Cottage Lane and ask if he needs any further information. Motion passed.

Correspondence was presented.

After reading an e-mail from Harry Shover about discontinuing managing the town’s website, David moved and John seconded to have Greg place an ad for proposals for Web hosting. Motion passed. Nancy recused herself.

An e-mail from Jami Blair showing her interest in being on the school board was read.

David moved and John seconded to appoint Jami Blair to fill the remainder of Auburn Harter’s term on the School board. Motion passed.

John will write her a letter.

After reading a letter from Debi Rash and Kimberly Reny about excessive manure being spilled on roads around town, John moved and David seconded to have David contact VTRANS for an opinion on what to do about this matter. Motion passed.

At 8:30, Jereme LeBlanc came in and presented his Milfoil Final Report.

When asked about what he intends to do for Milfoil contracting next year Jereme said he would know by Thanksgiving.

At 8:48, John moved and David seconded to go into Executive session to discuss a legal issue with the Planning Commission.
