Selectboard Meeting Minutes

Dec. 10, 2007

In attendance: Nancy Mallary, Chair and John Alexander, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Road Foreman, Bruce Wheeler, Mary Lou Cummings and Millie Davis, Listers, Amy Robinson, Kimberly Reny, Anne Alexander and Gerald Saindon.

                            Nancy Mallary called the meeting to order at 6:00 PM.

John moved and Nancy seconded to go into Executive Session for personnel issues. Motion passed.

                            The meeting came out of Executive Session at 6:20.

John moved and Nancy seconded to add NIMS and Building Permits to the agenda. Motion passed.

A request from Julie Mountain to plow passed the mailbox cluster on Old Cottage Lane was discussed. After deciding that this section of the road is Class 4, John moved and Nancy seconded to have John write Ms Mountain a letter stating that the Class 4 Road Policy was NOT to have the Town plow. Motion passed.

Dennis reported that Dacey’s truck was hit by a pick up truck on Peene Hill RD Monday afternoon. The truck will need a new plow. We are currently using a plow furnished by VTRANS. Greg was asked to file a report to VLCT.

Dennis also reported that his truck needed a new radiator which was located and installed.

Nancy explained to Dennis that Gerald would be doing some of the maintenance paperwork. John stated that Gerald should have a job description and "Scope of Work".

Mary Lou and Millie said they have some forms that might be useful for maintenance scheduling.

Dennis said that paving Long Pond RD paving should be budgeted in 2008.

In the Health meeting, John reported that Glen Harter had attended a State meeting. Glen said there would be more challenges for Health Offices with more state budget cuts.

John moved and Nancy seconded to copy the Gwatkin well closing letter to Glen and to the Health file. Motion passed.

Mary Lou and Millie reported on a Budgeting training session they had recently attended. The speakers all stressed five year planning.

                            They also stressed using the NEMRC accounting modules.

The Auditors had worksheets for Department heads to fill out for the next Selectboard meeting 12/27/07.

Gail Brown spoke about her concerns of emergency services. She would like a list of town residents who would need help in an emergency situation and also those that could help them.

As a Lister, Gail addressed the Board with two contracts that she and the Listers are concerned about. The first one is a software license and support fee for the Patriot program which will cost $1900. The second concern is with Russell Graphics mapping and maintenance contract for one or two years. One year would cost $1050.

John moved and Nancy seconded to have the Listers renegotiate the contract and find out what will be included in it. Motion passed.

John moved and Nancy seconded to authorize the Listers to pay one-half of the Patriot contract ($950) with a letter of intentions. Motion passed.

                            Gail reviewed the Listers’ draft budget.

John moved and Nancy seconded to approve Select Orders and Payroll #25. Motion passed.

Greg reviewed the Zoning permits for the generator sheds. The Garage permit was approved. The old office one was denied.

John moved and Nancy seconded to appeal the 54 Hinton Hill RD Generator Enclosure permit denial to the Zoning Board of Adjustment. Motion Passed.

John moved and Nancy seconded to accept the Minutes of the 11/26/07 meeting. Motion passed.

                            The Trash pickup contract was tabled.

John moved and Nancy seconded to have John write to Barton Electric to tell them that based on Catamount Electric’s actual estimate to rewire the entrance to the old building from the new office building that the Selectboard is not ready to proceed. Motion passed.

John moved and Nancy seconded to send the Broadband Grant to Bill May for his review and relay the concerns expressed by some townspeople on the service and charges received. Motion passed.

Town Forest surveying was tabled.

Nancy moved and John seconded to hire Amy Jo Robinson as administrative assistant to the Selectboard at a rate of $13 per hour. Her term will last thru the next Town Meeting day. Nancy will write the applicants to tell them of this decision. Motion passed.
