Selectboard Meeting Minutes

February 7, 2006 Approved

In attendance: John Alexander (Chairperson), Nancy Mallary and David Stevens Selectboard. Citizens-Dennis Desmarais, Road Foreman, Larry Phipps and John Badger from the Transfer Station. Also, see attached sign in sheet.

John Alexander called the meeting to order at 6:00 PM.

The Town Moderator will review Town Meeting’s agenda at the next meeting as the Town Report was not available.

Health Meeting-

Road Foreman report –The Gosslin Weight limits for their trucks were reviewed.

Nancy moved, David seconded to sign the Excess Weight Limits for Gosslin with the exception saying" "Unless legally posted." Motion passed.

At 6:20 PM, the Health Meeting opened and Randi spoke of her concerns. She was upset that her letter suggesting articles to the Town Meeting had not been read at the previous meeting. She asked the board to consider:

1. a leash law; and
2. Keeping garbage in cans with lids

The board replied that these issues could be handled by the Selectboard making an ordinance if they decided to do so.

A large crowd was present to hear and speak about the Fox Hall Project.

Melissa Zebrowski read a prepared speech (see attached) concerning the project.

Since there were a lot of questions and no real answers, the board discussed the possibility of forming a committee to research the project.

David moved, Nancy seconded to have Kimball Johnson be Pro Tem chairperson of a committee to be formed to research the Fox Hall project. Motion passed. A group of concerned citizens meet in the Town Clerk’s office to set up the committee plans.

David moved, Nancy seconded to recess the Selectboard meeting and open the Zoning By-law proposal hearing.

At 7:15 PM John opened the Zoning by law hearing.

Ann Duggan asked what the changes were. Louisa Dotoli explained that the basic changes were to bring the by laws into conformance with State regulations and for clarification of the regulations.

Mary French asked what the reference to care homes being limited to no more than eight residents.

Nancy moved, David seconded to remove the last sentence of Section 317 and 318 on page 16. Motion passed.

After discussing the regulations on farming, Nancy moved and David seconded to insert in Section 321.2 after the first sentence "Non commercial farms would need a permit, but would be exempt from a permit fee." Motion passed.

Another hearing will be scheduled in March.

David moved and Nancy seconded to reconvene the Selectboard meeting at 8:05 PM.

Larry Phipps explained the poor condition of the ’77 Dodge pickup. There is an opportunity to purchase a ’94 Ford for $4000.

Larry and John Badger asked for clarification on use of Town equipment, e.g. trucks and bucket loader, etc for use at the Transfer Station.

Nancy moved and David seconded to accept the minutes of the 01/24/2006 meeting. Motion passed.

After reviewing correspondence from Besaw, David moved and Nancy seconded to have Nancy represent the board and meet with the Town Auditors and the Besaw auditors. Motion passed.

Nancy moved and David seconded to authorize Greg Gallagher to sign checks up to a total of $300 without Selectboard pre-authorization-as long as those expenses appear on subsequent Select Orders. Motion passed.

Nancy moved and David seconded to authorize Select Orders and Payroll Orders #3. Motion passed.

Correspondence was reviewed.

At 9:15 PM, David moved and Nancy seconded to go into executive session for personnel issues. Motion passed.

At 9:45 PM, Nancy moved and David seconded to come out of executive session. Motion passed.

Nancy moved and David seconded to ask Larry to get an extra key made for the town utility truck to get in and sand the transfer station when they are in the area. Motion passed.

Nancy moved and David seconded to meet with Dennis RE use of equipment to be used at the Transfer Station. Motion passed.

Greg was asked to contact Dennis for a 10:30 AM meeting with John and David.

At 10:15 PM Nancy moved and David seconded to adjourn. Motion passed.
