Board of Directors Meeting

The meeting was called to order at 7:30 PM
A motion by Art Brooks to accept the minutes as written of the
September 23, 2007, meeting was seconded by Vince Dotoli and approved
unanimously.
Lee Anderson distributed copies of the current Treasurer’s Report and
noted that $355 of the donations accepted was specifically designated
for Milfoil and Trails. Bob Drew inquired as to what the liability
insurance policy covered for the BOD; Lee will get a copy of the policy
from Poulos Insurance Co which will then be examined by Lee, Bob &
Vince.
A motion by Dick Simpson to accept the report as presented was seconded
by Martha McKay and approved unanimously.
Old Business:
Membership: Howland Swift reported that there are currently 423
Westmore property owners on the mailing list but there are only
currently 166 paid members for 2007. 46 of those members have paid twice
and Howland plans to send a letter to them acknowledging their double
contributions and offering a refund.
To minimize the confusion by the membership when they pay twice, Art
Brooks suggested that the mailing of the Reflections in the fall only
include the opportunity for specific donations (Milfoil, Trails, etc.)
with a return envelope and state that the annual membership dues will be
solicited in the following President’s Newsletter and on special
occasions during the summer. Howland stated that the approximately 250
balance on the Town’s Grand List will be solicited for membership after
the annual meeting.
Beautification: Bob Drew reported that Midge Gallagher and Claire
Wheeler planted the urns plus a wildflower garden at the junction of 16
& 5A and arranged to have planted the triangle at the bottom of Hinton
Hill which is beginning to look nice.
Milfoil: Vince Dotoli reported that the project will continue this
year. The Town intends to enter a contract with Willoughby Milfoil
Services which has requested a rate increase to $40.00/hour which would
amount to $44,000 for the planned 11,000 hours of labor. A specific
amount for the project has not yet been agreed upon.
Select Board Meetings: Vince Dotoli reported that the Town Select
Board has approved funds for bacterial testing of the lake on a regular
basis. The Select Board consists of Nancy Mallary, Chairman, John
Alexander and David Stevens and meets every other Monday evening.
On Friday, July 13, at 7:00 PM there will be an open meeting to address
whether the Town should appropriate an additional $20,000 for completion
of the present roads program.
VT Better Roads Program: Lee Anderson reported that he had not yet
been able to complete his research into this program for the Town but
Carmen Anderson continues to work on getting our national legislature to
get the weight limit increased on the interstate highways in order to
encourage large trucks to use these highways when they can as opposed to
Vermont roads.
Roger Canal mentioned a concern that the vibrations from the large
trucks on 5A may also cause rock slides in addition to the noise and
speeding problems.
Comprehensive Depth Survey: Art Brooks has purchased a depth finder
device and will personally begin to do a survey this summer of the Lake
so that we can better know its true depths.
New Business:
Replacement of Directors and Officers: Bob Drew reported that
nominations for the offices of President and Clerk are needed because he
and Mary Drew had both now completed two 3 year terms in a row. Lee
Anderson, Vince Dotoli, Mari Harter and Dick Simpson had all completed
one 3 year term but have agreed to serve another. It was agreed that the
Nominating Committee will consist of Carroll Guitar, Vince Dotoli and
Roger Canal who will find replacements by the annual meeting.
Scholarships: Dick Simpson reports that he has had two applicants for
next year from whom he still needs transcripts. In addition Jeremy
Leblanc needs an additional scholarship.
The Association gave a total of $2500 last year for 5 scholarships. A
discussion followed about possibly raising the amount for the
scholarships. The BOD will decide the amount to give for scholarships at
the next BOD meeting in July.
Art Brooks suggested mentioning the scholarships in the annual
Newsletter and Roger Canal suggested putting a notice in The Chronicle.
Bob Drew will ask Howland Swift to include a mention of the scholarships
in his letter to the prospective membership and to place a notice in the
Chronicle.
Westmore Sign: Bob Drew reported that the Town is replacing the "Town
of Westmore" sign on Rte. 16 near the North End and asked if the
Association should contribute toward this project. It was decided that
the sign is strictly the Town’s responsibility.
Fishing Access: Bob Drew stated that Gerald Sandoin reported that the
cedar trees along Rte. 5A that inhibit the motorists’ view of the Access
have not been cut yet because a written order from the State has not yet
been received. In addition, Gerry reports that the State is interested
in potentially using the front lot of the parsonage as an extra parking
lot for those using the Access.
Dressing up the Town: Bob Drew proposed that the Association offer to
the Church to purchase a tall flagpole with a continuous night light be
placed in the circular garden in the Memorial Park across 5A from the
church and clerk’s office. Since the church owns the property the BOD
voted unanimously to approach Millie Davis about proceeding with this.
Bob then also suggested offering to the Church to plant some lilac
bushes or other shrubs and flowers around the perimeter of the Community
Hall which was also agreed to.
Bob next passed around some pictures of the current Municipal Building
and Church as they now look and then as they would appear with shutters
around the windows which the Association could pay to have added. Dick
Simpson stated that these were historic buildings and their appearance
should not be changed. The BOD agreed and will not pursue this.
Orleans County Correctional Department: Bob Drew reported that the
Corrections Department can provide people who are sentenced to perform
community services to do work for the Association such as planting and
gardening for $l5/day (unsupervised) or $25/day (supervised); they might
also do work on the trails.
Federation of Lakes & Ponds Meeting: The meeting is scheduled for
Monday, July 23. Dick Simpson, Art Brooks and Bob Drew plan to attend.
Annual Meeting Speakers: Bob Drew reported that the speakers have
confirmed that they will be there and Bob will also notify the Committee
Chairmen that they need to be prepared to give a report at the Annual
Meeting.
Golf Tournament: Roger Canal is organizing a tournament for Westmore Association members at the Orleans Country Club and will see that an article appears in the Chronicle about this event. Prizes will be given and winners determined using the Callaway scoring system so that all participants have a chance to win.
The next BOD meeting will be Tuesday, July 24, at 7:30 PM; please mark your calendars accordingly.
