Selectboard Meeting Minutes

In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Debi Rash, Assistant Town Clerk, Dennis Desmarais, Road Foreman, Anne Alexander, Gerry Saindon, Katie Anderson and Randi Rosenstein, Health Officer.
John Alexander called the meeting to order at 5:07 PM. (Following the BCA meeting.)
Greg passed the Besaw Audit out to the selectboard.
Nancy moved, David seconded to ask Greg to work with the Town auditors to input the updated numbers into Quickbooks by June 8. Motion passed.
After reading an e-mail from the head of the Department of Health that the timing would be better to first attend the Lyndonville Avian Flu training, May 31, before having Justin Caplin speak to the Westmore group.
John moved and Nancy seconded not to ask Justin Caplin to speak at the 5/9/06 training. Motion passed.
Nancy moved and David seconded to go into Executive Session for personnel issues at 5:45 PM. Motion Passed.
Executive Session ended at 5:55 PM
Nancy moved and David seconded to issue the road crew 5% raises retroactive to January 1, 2006. Motion Passed.
David moved and Nancy seconded to pay up to $100 for one pair per year of steel toed boots for the road crew. Employee must turn in the receipt and proof of old boots being worn out. Motion passed.
Nancy moved and David seconded for the Selectboard to write a letter of support for a mitigation grant for a street sweeper with the town of Barton. Motion passed.
David moved and Nancy seconded for Dennis to purchase a better respirator to use while sweeping. Motion passed.
Dennis reported that he will be upgrading culverts on Eagle Eye road. It will use up state money and some town funds.
Nancy moved and David seconded to ask Greg to write NVDA to work with Dennis on inventorying Town culverts and bridges. Motion passed.
Dennis will call Dig Safe before digging up culverts.
At 6:36, the Health Meeting was opened.
Randi submitted a poster to be posted warning of mumps and whooping cough.
The issue of Justin Caplin speaking at the Towns training 5/9/06 was discussed. John explained that he was advised by the head of the Dept. of Health that Mr Caplin will be speaking at the 5/31/06 training in Lyndonville.
Randi submitted a letter from Stacey and Norman Lacross indicating that Heather Rowell’s dog tried to attack. Randi had called Claude Desmarais, but got no response.
Nancy moved and David seconded to have Greg send Heather a letter stating the penalties and the dog ordinance. Motion passed.
Randi is working on a "Health Forum" to educate older town residents of services available to them.
Nancy read her letter asking the Public Service Board (PSB) to grant Westmore "Intervening Status" on the UPC wind development hearings.
Katie Anderson thought someone from the town should contact Arthur Sanborn, Administrator for the town of Lyndon. Nancy will draft a letter to him.
Nancy moved and David seconded to send Nancy’s letter to the PSB.
Nancy read a letter to Gail Brown acknowledging her work for the town of Westmore.
Nancy moved and David seconded to submit the letter to Gail and copy Arthur French and Richard Dabiri. Motion passed.
John read a letter of resignation from Richard Dabiri form the Board of Listers effective June 30.
David moved and Nancy seconded for Nancy to write a letter to Richard accepting his resignation with regret. Motion passed.
Nancy moved and David seconded to post the Listers position. Motion passed.
A Selectboard meeting will be held May 9 at 5 PM to open the truck bids, the lawn mowing bids and to review the insurance requirements for contractors.
Gail and Gerry reported the progress on the Old Town Clerk’s office.
Nancy moved and David seconded to have Greg call Blue Flame to reset the LP tank and check the line. Motion passed.
Gerry reported that the water pressure tank would be better if located in the basement of the Municipal Building.
Nancy moved and David seconded to authorize Gerry to take the ton truck to Coventry to pick up stone to go around the building. Motion passed.
Nancy moved and David seconded to accept the 4/18/06 minutes. Motion passed.
Kimball Johnson entered the meeting to discuss the change in the training agenda that the board had made. After the board explained their actions and the reason for it, Kimball accepted the change.
Anne Alexander explained that the notice for the Selectboard Hearing on the proposed Zoning By-Law needs to be posted 15 days in advance.
Nancy moved and David seconded to hold the hearing May 30th at 8 PM. Motion passed.
Nancy moved and David seconded to accept the Select Orders and Payroll #9. Motion passed.
Nancy moved and David seconded to adjourn at 9:30 PM. Motion passed.
