David moved and John seconded to accept Select Order #8 with Jim Morin’s 4/1/07 bill of $961.50 as an addendum and Payroll #8. Motion passed.

David moved and John seconded to accept Minutes of the 3/29/2007 and 4/2/2007 meetings. Motion passed.

Greg reported that Bill May advised passing John Redos’ letter requesting "year round house" status to the Planning Commission.

David moved and John seconded to have Nancy send John Redos a letter to that effect. Motion passed.

John moved and David seconded based on a recommendation from NEKWMD, to increase the C & D rate at the Transfer Station to 9¢ per pound effective May 1, 2007. Motion passed.

David moved and John seconded for Greg to place an ad in the Chronicle for the next two weeks notifying the above motion. Motion passed.

Greg introduced a letter from Annalei and David Babson regarding their position on the Tower Lane reclassification.

Nancy recused herself from the discussion.

Nancy returned.

John moved and David seconded, to meet with Bill May regarding the Babson’s letter of 4/15/07. Motion passed.

Discussion followed on a package sent by NVDA regarding Towns update of the Rapid Response Plan.

David moved and John seconded to have Nancy send a letter to the Westmore Fire Chief, Kimball Johnson with the NVDA letter asking for his input at a meeting May 7 14 or May 21 29 at 7 PM. Motion passed. [dates corrected at 4/30/07 meeting]

Greg left the meeting due to illness at that time.

Highway Department safety issues were discussed.

David moved and John seconded to have John write a sign off letter on safety issues for the road crew to read and acknowledge. This is to be finalized within one month. Motion passed.

Gail Brown, Lister, addressed the Board. She said that the re-appraisal booklets with the new property valuations will be sent to taxpayers May 4^th.

Grievance dates with Listers and evaluators will be May 17, 12-8 PM, May 18, from 9-5 PM and May 19 from 9-3PM.

Gail spoke about 911 numbers. She wanted to put number 30 on the Old Office Building. Nancy added that the Municipal Building need number 54 put on the outside.

Gail read a letter from the VT Dept of Taxes about public property tax exemptions expiring and that issue needs to be voted on at the 2008 Town Meeting.

David moved and John seconded to have the Culvert and Bridge Inventory kept in the vault and one copy sent to Scott Keyser at AoT. Motion passed.

In response to a solicitation from Don Peters, David said that the sand screening bids need to go thru the Road Foreman and he would pass the information on to Dennis.

Further discussion needs to happen on the location of the sand pile at the Town Garage.

John said he had taken sample of debris on the Lake and would take them to the Health Office in Newport 4/17/07.

John moved and David seconded to recommend a State appointment of Glen Harter as Health Officer. Motion passed.

Nancy reviewed the proposed ANR septic law(s). Upgrades or repairs are state jurisdiction and new system application should go to the Zoning Administrator. Any questions on these should be directed to the Zoning Administer.

Nancy reported that Ann Duggan left a message that Steve Tanner said the auction money would go to the milfoil program.

John said Anne Bove may have a list of potential divers. David said we need to discuss the issue with Bill May when we meet.

David moved and John seconded to put an ad in the Chronicle for the Administrative Assistant position for two weeks. Motion passed.

Nancy will get information from Newark on the meeting with Randy Brock regarding outside auditors.

Nancy stated that she had several ideas for links and information for the website to be discussed at the next meeting.

John said he would forward the Memphremagog Watershed Alliance letter to Dick Simpson.

John left the meeting at 9 PM.

David moved and Nancy seconded that Gerald would take the VTRANS vehicle maintenance checklist and review it for the next meeting. Motion passed

David moved and Nancy seconded to adjourn at 9:25 PM. Motion passed.
