In attendance: Nancy Mallary, Chair, David Stevens and John Alexander (at 7:45), Selectmen, Greg Gallagher, Town Clerk, Vince and Louisa Dotoli, Anne Alexander, Melissa and Andrew Zebrowski and Gerald Saindon.

David asked Gerald to review the condition and needs of the Highway Department’s equipment. He said the backhoe and bucket loader are the oldest. Darcy’s truck is in ok condition. He takes very good care of it. Gerald suggested rather than buy a new backhoe there are several available to rent.

Nancy said she would contract VTRANS for a maintenance schedule for vehicles.

John was not present at the time so there was no Health Meeting.

Because Greg was away at training all day and did not have payroll done, David moved and Nancy seconded to authorize Nancy to sign Payroll #7 the following day. Motion passed.

David moved and Nancy seconded to accept and sign Select Orders #7 and approve check number 8480 to US Post Office for $39. Motion passed.

David moved and Nancy seconded to approve Minutes of the March 19, 2007 Meeting. Motion passed.

There was no action on the March 24, 2007 meeting as it was cancelled.

David moved and Nancy seconded to correct Article 22 of the Annual Meeting Minutes from $5000 to $25,000 for trash pickup. Motion passed.

Melissa asked about the status of the civil fine for Milfoil use. Nancy said that it is being looked into, but the state has not paid Westmore yet.

David reported that John Badger has purchased a can crusher for the transfer station.

David moved and Nancy seconded to appoint Nancy as Deputy Registrar. Motion passed.

David moved and Nancy seconded to recommend Greg Gallagher for Town Service Officer. Motion passed.

David moved and Nancy seconded to re-appoint Dylan Wright as Assistant Pound Keeper. Motion passed.

David moved and Nancy seconded to appoint Gail Brown as Fence Viewer. Motion passed.

David moved and Nancy seconded to re-do appointment letters showing Nancy as Chair and authorize to sign when ready. Motion passed.

Nancy reported on her meeting with Mark Kaprowski, USDA, to sign the pre-approval grant assessment paperwork. None have been awarded yet, but Westmore is at the top of the list.

Greg discussed NEKWMD’s recommendation of $.09 per pound for C&D. He will call Casella for any future rate increases. He will also call the Waste District regarding appliance and other costs.

John Alexander came in at 7:45.

The Administrative Assistant position was tabled until the next meeting.

John moved and Nancy seconded to re-appoint David as Road Commissioner. Motion passed.

Greg said he would get Cigna information on the other plan.

John reported that Glen Harter is interested in being Deputy Health Officer. John will talk to the VT Health Department on how to set him up.

Greg presented, reviewed and answered questions on first quarter financials for the Office, Transfer Station, Highway Department and Listers.

David said the $5000 for Town Survey should be used to survey Town Forest(s).

David will talk to Loni Brow regarding finishing the survey he started.

David moved and John seconded to have John contact the County Forester, George Buzzel for a list of available foresters and who could do general thinning work and who could survey. Motion passed.

John and David said they would set up a meeting with the Babsons.

Greg will ask Dennis to attend the Safety Training workshop.

David moved and John seconded to adopt a Policy for Board Meetings. Motion passed.

Nancy received newspaper articles from an anonymous source. Dominic Cloud, VLCT, said it was appropriate for citizens to request confidentiality. They will be filed in correspondence.

Nancy said that Dominic Cloud, VLCT, said the people’s opinions e-mailed to Board members about Town business should be public information. Nancy asked for copies of any recent e-mails to John and/or David.

John said he would review the question with VLCT.

Greg was asked to call Bill May about the status of the year-round residency grandfathering requested by Mr. Redos.

David moved and John seconded to sign the Liquor License for the Willoughvale. Motion passed.

David moved and John seconded to have Nancy sign Excess Weight permits for Calkins, Roger Gosslin, Gosselin’s Well Drilling and Camp with the provision "Unless legally posted." Motion passed.

David moved and John seconded to have Dennis review all Town Roads and post as needed. Motion passed.

John moved and Nancy seconded to copy a letter from VT Land Trust to Planning and Zoning. Motion passed.

John moved and David seconded put solicitations for Ancient Road work in an "Ancient Road" file. Motion passed.

John moved and David seconded to update the names for the Surplus Property list. Motion passed.

David moved and John seconded for Greg to open a letter from Seth Rowel and if it was a bid to re-seal it and hold for bid opening. Motion passed.

John reported that there has been an accounting problem at the school district regarding recording information on special education.

David moved and John seconded to adjourn at 9:21. Motion passed.
