Selectboard Meeting Minutes

In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Arthur French, Bob and Mary Drew, Bruce Wheeler, Bill Vincent, Jeremy LeBlanc, Vince and Louisa Dotoli, Mr. Goldman, Andrew Berley, Randi Pickle and Gerald Saindon.
Ken Gordon came later.
John Alexander called the meeting to order at 6:00 PM.
Dennis Desmarais reported the gravel crushing started today. Beattie is crushing
and stock piling the gravel for $3.25 per yard.
The cost of the gravel is $1.75 per yard.
He has finished graveling Goodwin Mountain Lane and has enough gravel for Coles Road. Dennis said that Norman Lacross was pleased with work on his road. David asked Dennis to get a price from Pike for paving Lacross Road 21 feet wide.
John commented that Mr. Perkins was very please with the work on his road.
Greg presented a copy of a map from Bill Julian showing Old 5A and a wall which needs repair. The question of who owns the wall has not been resolved. David will see Scott Keyser, VTRANS, for some help on that issue.
Bill Vincent, a resident on Arcadia Lane reported a bridge in very poor condition. John suggested putting up a "Danger" sign until it could be repaired. Dennis will look at it tomorrow. David said the town had to repair the bridge.
Greg was asked to warn and place an ad in the Chronicle for the 9/19/2006 meeting to address Town Highway reclassification.
John will write to Cindy Poplawski to see if she is interested in being the Health Officer.
Nancy moved and David seconded to approve the minutes of Aug 8 as written. Motion passed.
Jeremy LeBlanc reported that they have finished the last big bed of milfoil. The air compressor from the Equipment Trade agreement was beyond repair for air tank purposes, but could be used for a garage compressor.
John emphasized his concern for the safety of the divers over anything else.
The milfoil picking should be done by Aug 31.
Nancy moved and David seconded to void the Equipment Trade agreement. Motion passed.
Bob Drew discussed a safety concern at the Fishing Access. Westmore Association recommended implementing safety measures.
David moved and Nancy seconded to have Nancy write a letter to Dale Perron supporting Bob’s request for blinking lights and a lower speed limit thru the Fishing Access area. Motion passed.
Next, Bob presented a permit application for the Westmore Association to plant flowers in the triangle at the junction of Hinton Hill and Route 5A.
Nancy moved and David seconded to sign the AOT permit application. Motion passed.
Mr. Goodman made comments on having attendants at the North Beach. He suggested that Westmore residents get a permit to park and all others would have to pay a fee. This would cover the expense of an attendant who could enforce rules and keep the area clean. David explained that one of the restrictions when the beach was purchased was that a fee be charged to residents and non-residents alike.
Gerald Saindon reported that Taplins will be cleaning the bathrooms once a week now. He suggested the fence be removed since it has rotted, falls down and is not needed now that the trees have grown. The board will look at it before the next meeting.
He also reported that a girl on a bicycle hit the rope and was taken to the hospital. He has put flags on it to prevent it happening again.
Gerald also reported that he can get the handicap rail made and installed for the Municipal Building for $600. He suggested using cedar, not pressure treated wood for the curbing along the ramp. He also has to fix a hole in the basement and a rotten wall.
Nancy moved and David seconded to have Gerald proceed with work in the basement, not to exceed $500. Motion passed.
John will call Barton Electric to find out when they will cut the tree by the old office.
Arthur French, Lister, presented an "Errors and Omissions" list with corrections made to twelve property assessments.
Nancy moved and David seconded to accept the Listers’ "Errors & Omissions Certificate" as printed. Motion passed. John Alexander abstained.
Greg will make changes and send out revised tax bills.
Andrew Berley discussed various aspects of his duties as Zoning Administer. He asked to get all complaints that he needs to look into in writing with the name of the property owner being questioned and the issues being complained about. Louisa Dotoli agreed that complaints should be in writing.
John stated that the town needs an "Enforcement Policy" and asked Andy to draft a proposal including a form for registering a Zoning By-Law complaint.
Nancy moved and David seconded to have John write Bill McGuire asking him to write up his complaint with the names of property owner(s) and issues of concern. Motion passed.
Andy will then write to the property owners and review the Act 250 and Zoning By-Law requirements for clear cutting and earth moving near the Lake.
Nancy asked how Andy and the Commission communicate. Louisa said they talk regularly.
Andy asked if issues go into litigation who deals with the town attorney. Nancy said that Andy has jurisdiction and authority to deal with the town attorney.
Nancy said that curb cut requests should go to David Stevens, the Road Commissioner. David said there needs to be a permit process. Louisa will check with VLCT on how to do it.
John asked about Andy’s need for an assistant now that his former assistant has resigned. Louisa said if needed while Andy is away, a Commission member will step down and act as administrator on a temporary basis.
Ken Gordon, Director of Area Agency on Aging for Northeastern Vermont introduced himself and explained some of the functions of AAA.
One recent service to the town is a shuttle bus to Barton the first and third Tuesday of each month. He hopes to be able to set up a shuttle to Newport/Derby for shopping, IROC and other stops as well as providing hospital feeder routes.
Nancy will refer the Chronicle to Mr. Gordon for a PR story. John asked for posters with information about these services so we can inform more people.
Mr. Gordon also said the Bookmobile has been here twice and is doing well. He quoted statistics from the 2000 Census which showed how the population is growing older and indicated that we need to plan for handling a growing population of elderly. He offered help to the town in planning for this.
The town Auditors not being present with a financial report was an issue.
Nancy moved and David seconded to have Nancy write the Auditors a second letter asking them for financials as of June 30 and how to bring closure to the Besaw audit. Motion passed.
Bob Drew thought that Art Brooks had not received his water testing results back from the State yet.
Nancy has looked into a grant from USDA for Emergency Capital Initiatives that might help pay for revamping our water system and provide back up power. She will attend a conference on 8/31 on how to process state grant application.
David moved and John seconded for the town to reimburse Nancy for the workshop and expenses. Motion passed.
Nancy moved and David seconded to sign the pre buy-contract with Fred’s Plumbing & Heating. Motion passed.
Nancy submitted letters to be signed by the Board accepting the resignations of Jin Gosnell as Town and School Moderator and Peter Berteletti as Assistant Zoning Administrator.
Nancy moved and David seconded to accept Select Orders and Payroll #17. Motion passed.
Nancy moved and David seconded to adjourn the meeting at 9:03 PM. Motion passed.
