In attendance: Nancy Mallary, Chair and David Stevens, Selectmen, Greg Gallagher, Town Clerk, Debi Rash, Assistant Town Clerk, Dennis Desmarais, Road Foreman, Gail Brown, Kimberley Reny and Gerald Saindon.

Allan Cole has tree length firewood that he will deliver to the garage for $1275 (three truck loads).

David moved and Nancy seconded to purchase tree length firewood from Alan Cole for $1275 delivered to the Town Garage. Motion passed.

Dennis discussed the recently enacted Purchase Policy saying the $300 limit without Board authorization would be difficult to work with since there would be times when he needs to buy material right away.

David moved and Nancy seconded to increase the July 13, 2007 Purchasing Policy "Incidental purchase" limit from $300 to $600. Incidental purchases would be $600 or less and Regular purchases would be $600 to $1499. Motion passed.

David Smith the school bus driver has asked for turn-arounds at Perkins LN and at the Hinton’s. Dennis has talked with him and believes he can turn around in the Hinton’s driveway as he does.

David moved and Nancy seconded to have Dennis install a turn around on Perkins LN. Motion passed.

Dennis presented an Equipment lease for his excavator.

David moved and Nancy seconded to sign an Equipment Lease with Dennis Desmarais for use of his excavator at $40 per hour plus his regular time paid by the Town. There would be no moving or set fee. Motion passed.

Dennis wants to change a culvert on Long Pond Rd.

Greg asked Dennis to review any changes in bridges and culverts with him so he could keep the new Bridge and Culvert inventory up to date.

David moved and Nancy seconded to ask Debi to send a Curb Cut Policy and an application form to Norman Lacross. Motion passed.

David moved and Nancy seconded to ask Debi to write Ann Dugan a letter telling her she needs to move her trailer out of the Town’s right of way for safety reasons.

David moved and Nancy seconded to have Dennis ask the State to paint Stop and bars on Hinton Hill RD, Peene Hill RD, RT 16 and Long Pond RD. Motion passed.

Gail Brown, Lister, introduced Kimberly Reny who is interested in the Lister position.

David moved and Nancy seconded to appoint Kimberly Reny to the vacant Lister position at $10.82 per hour until the next Town Meeting. Motion passed.

Nancy asked Gail to announce in the Chronicle that the preliminary tax maps are in and ask Westmore property owners to check them for accuracy and comments.

David moved and Nancy seconded to have Nancy finish, sign and send John’s draft letter to Gary Kessler regarding the use of the Lacross/SEP funds. Motion passed.

David moved and Nancy seconded to have Debi write Willoughby Milfoil Services to ask for more detail on amount harvested, billable hours and the surveys requested. This is needed before the payment of $10570 is made. Motion passed.

David moved and Nancy seconded to sign Select Payroll #16 and Select Orders #16 subject to the above Motion. Motion passed.

David moved and Nancy seconded to approve the 7/23/07 Selectboard Meeting Minutes. Motion passed.

David moved and Nancy seconded to approve the 7/13/07 Special Town Meeting Minutes. Motion passed.

Greg handed out and reviewed financials through July.

Greg said that Larry from the Transfer Station ask if they could get new steps to the recycle trailer.

David moved and Nancy seconded to have Larry detail the work needed and the cost to Greg. Greg can authorize the work if he thinks it is reasonable. Motion passed.

David said he had spoken with surveyor Norman Blais who said he has seen a survey of the Town property on Long Pond RD done by Truline.

It is lot 43 and known as "Ministers Lot".

David moved and Nancy seconded to ask Debi to contact Truline if they have the survey and to order a copy if they do. Motion passed.

David moved and Nancy seconded to ask Debi to write a letter to the Community Church asking for a meeting on the water system anytime as soon as possible. Motion passed.

Jereme LeBlanc arrived with a detailed bill and maps of the milfoil locations.

David moved and Nancy seconded to sign Fred’s pre buy contract for $2.569 per gal for 900 gallons equaling $2312.00. Motion passed.

David moved and Nancy seconded to ask Debi to call the State Police to see if they will patrol the North Beach Thursdays and Fridays from 3-9 PM due to excessive noise complaints. Motion passed.

The Board reviewed correspondence.

The Board asked for Debi to respond to Jeff Curtin’s letter about construction noise and tell him the work is nearly completed.

David moved and Nancy seconded to adjourn at 9:10 PM. Motion passed.
