Selectboard Meeting Minutes

In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Road Foreman, Arthur Frenc, Dick Simpson, Art Brooks, Bill McGuire, Bill Jullian, Randi Pickle, Greg Doyle, Auburn Wintersong, Jeremy Leblanc and Gerald Saindon.
John Alexander called the meeting to order at 6:00 PM.
Road Report: Nancy moved and David seconded to have Dennis call Beattie for the price of crushing gravel. David will decide if the price is OK to go ahead.. Motion passed.
Dennis has just finished bomagging Lacross Lane. Dennis will price out the cost of paving Lacross Lane this year and then the Board will decide wheather to pave it this year, or carry over the funds.
Dennis will check out reported ditch and culvert problems on Perkins Lane.
The question of who owns the granite wall on Old Rt 5A in front of Jim Collin’s house came up. Bill Jullian has an old map of the road and will bring it in.
Greg has had signs from Long Pond Road, Fosters Grove North and South reported missing. The board will decide what to do at the end of Summer.
Health Report: Randi submitted her July report. She also reported a cross in the lake off the North Beach. She also reported a complaint from a swimmer who had a rash all over his body. She took two e-coli test off the beach. One was low, the other high.
John read Randi’s letter of resignation.
Nancy moved and David seconded to accept Randi’s resignation. Motion passed.
Randi then went on to report Heather Rowell’s dog had come to her house. Heather picked him up after Randi called her.
Nancy moved and David seconded to accept the 07/25/2006 minutes as printed. Motion passed.
Art Brooks submitted a report of the brook testings.
Nancy moved and David seconded to have Art re-test at least three locations.
Bill McGuire had three issues he was concerned about:
The cross at the beach;
The cross and writing on the rocks along the Lake on Rt 5a and
The clear cutting along the Lake on the West side.
John replied that the State of Vermont has jurisdiction over the Lake and the rocks along Rt5A. He will ask the Zoning Administrator to report on the cutting down to the Lake.
Nancy moved and David seconded to have Nancy write a letter to Andrew Berley aksing him to investigate and Zoning By-Law violations. Motion passed.
John added that Andy was doing a very good job.
Due to repeated outbursts from a resident, Nancy moved and David seconded to recess the meeting for fifteen minutes. Motion passed.
The meeting resumed at 7: PM.
Dick Simpson, as town Historian asked what was it he had heard about a group from Utah digitalizing the land record. Greg responded that two members of Genealogical Society from Lyndonville had been in to digitally record older vital statistics. They will furnish a free copy to the town for backup records.
John added that they have done this in several other towns in the area.
Arthur French, Lister, presented the proposed Municipal tax rateof $.6975, just a little bit lower than 2005.
Nancy moved and David seconded to accept the Municipal tax of $.6975 for 2006 for the Grand List amount of $735,379 as outlined in the Listers’ proposal. Motion passed.
Reported on his milfoil picking and furnished a copy of his "Safety and Emergency Protocol". Nancy went over the "Equipment Lease" and "Equipment Trade" agreements with Jeremy.
Nancy moved and David seconded to sign the "Equipment Lease" and "Equipment Trade" agreements and accept one dollar for the lease. Motion passed.
Art Brooks returned to the meeting and introduced Neil Lefebvre, brother to a recently drowned man for whom a cross had been installed of the North Beach for. Neil assured the board the cross was only a temporary fixture to be used to mourn his brothers drowning and apologized for not contacting the board in advance.
The board expressed their condolences.
Nancy moved and David seconded to sign an "Agreement for Services" contract with Diane Moore. Motion passed.
Nancy moved and David seconded to write a letter to Heather Rowell asking her to address Youth Services activities. Motion passed.
Nancy moved and David seconded to have Nancy send a letter to the town Auditors requesting financial information thru the second quarter. Motion passed.
John had to leave the meeting for personal reasons.
Gerald Saindon will start work on the Handicapped Accessibility Grant work.
Gerald reported that during the recent bicycle tour, a Canadian company was renting kayaks at the North Beach. Nancy asked Gerald to tell any vendors on the beach to see the Town Clerk for permission. Greg would tell them there can be no business conducted on that property.
Nancy moved and David seconded to have Greg call Taplins to remove the two port-o-potties from the North beach. Motion passed.
Nancy moved and David seconded to to have Gerald paint the bathroom floors and the gate green. Motion passed.
Nancy moved and David seconded to authorize Gerald to fill holes on the beach with sand. Motion passed.
Nancy moved and David seconded to authorize Greg to issue the Westmore Association (Bob Drew) a key to the front door of the Municipal building for
