Board of Directors Meeting

 

 

Attending: Lee Anderson, Bob Drew, Mary Drew, Roger Canal, Art Brooks, Dick Simpson

Absent: Mari Harter, Martha McKay, Carroll Guitar, Vince Dotoli, Bill Hartford

The meeting was called to order at 3:00 PM.

A motion by Lee Anderson to accept the minutes of the July 20 BOD meeting was seconded by Roger Canal and approved unanimously.

A motion by Dick Simpson to accept the minutes of the Annual meeting with corrections presented by Art Brooks was seconded by Roger Canal and approved unanimously.

Lee Anderson presented the Treasurer’s Report as of this date after distributing copies of the report to the BOD members. Lee reported that the Association made $1096 at the Green Mountain Follies. A motion by Art Brooks to accept the report as presented was seconded by Roger Canal and approved unanimously.

Old Business:

Membership: Bob Drew reported that there are currently 243 member families and that Howland Swift (the new Membership Committee Chair) would soon be sending out reminder letters to those past members who have yet to join again for the 2006 year.

Beautification: Bob Drew reported that he had recently been made aware that the project involving the triangle at Hinton Hill Road and VT 5A requires a permit from the state because of their right-of-way. Bob spoke with the state’s District Manager for Transportation who put him in touch with the person who issues these permits in this part of Vermont. That person said they would require the signature of a select board member as well as the Westmore Association President. Bob has received the permit application and will attend to this; so the project is on hold pending the permit approval.

Milfoil: Dick Simpson reports that the Milfoil project has fallen farther behind schedule due to problems with the sources of air for diving use. Hopefully this will be resolved quickly so that the collecting of the plants can continue.

Director’s Liability Insurance: Dick Simpson reported that he was unable to address this with the Select Board at their last meeting. Dick plans to try again at the Select Board meeting next week.

Comprehensive Depth Survey: Art Brooks stated that he has found a state map of the lake from the 1980’s which is much more detailed than the present one on the map of the current Westmore Willoughby Lake Directory. There is a need to update the current property listings on the map as well.

New Business:

Dick Simpson reported that the Association has received two additional requests for scholarships and passed around the transcripts submitted by Melanie Lucas and Leon Feerick. A motion by Dick Simpson to award scholarships to these two applicants (pending his final approval after obtaining more information from Ms. Lucas) was seconded by Roger Canal and approved unanimously.

Art Brooks reports that the algae blooming in the bay by the boat launch is Spyrogyra according to the state, and should not produce a rash on humans. The algae need nutrients to grow to the extent it has, the source of which the Village Board is trying to pinpoint, so there is nothing for the Association to do about this.

Bob Drew reports that we have sold 67 of the new Willoughby Lake Guides, which covers about 1/3 of our costs for publishing the guide.

Speaker for the 2007 Annual Meeting: Bob Drew proposed having a speaker from the state Environmental Department to address the timely issue of shorefront preservation and to send a letter to all residents encouraging them to attend the meeting. In addition to this state employee would be a wildlife photographer who rehabilitated his own five acres on Joe’s Pond and now has an abundance of animals on his small property. He has a visual presentation of these animals that last about 20-25 minutes that is outstanding.

Another suggestion was to invite a speaker to address the current tax problems and Art Brooks proposed having a symposium regarding the future of the property on the lake, with a panel discussion.

The decision was made to proceed with the first suggestion.

Trails : Dick Simpson reports that the trails on Wheeler Mountain are clear and the climb up Haystack on Mountain Day was successful.

Bob Drew suggested that we ask Wayne French to join us at the next BOD meeting to provide pictures and information for the next Newsletter.

The next BOD meeting is tentatively scheduled for Saturday, September 23, at 10:00 AM. Please mark your calendars accordingly.
