Selectboard Meeting Minutes

In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Road Foreman, Paul Wasklewicz and Gerald Saindon.
John Alexander called the meeting to order at 3:00 PM.
Dennis explained that Old Cottage Ln would only need some ditching at both ends. David answered Johns question about telephone poles by saying they would not need to be moved.
Nancy was given insurance prices to look over for the next meeting.
Nancy recused herself for the discussion on Tower Lane.
Dennis presented a list of needed repairs before Tower LN would meet Class 3 standards. He added that it would cost some money to fix it up right.
Paul Wasklewicz asked what will other people on other roads want if we upgrade this road.
John has called the Babsons to schedule a meeting with them.
Nancy explained that USDA will only have $100,000 for the first round of "Emergency Grants" and that Westmore’s request for the full $77-83 thousand would probably be too much at this time. Nancy has talked with engineer Gary Leach about the price of just purchasing and installing at this time. Kimball Johnson has requested the Town apply for three 16 KW generators with installation at $7500 each. This would include two at the Municipal Center and one for the Town Garage complex.
Nancy moved and Dennis seconded to change the USDA Grant application amount from $83 thousand to a request for three generators not to exceed $30 thousand. Motion passed.
The Town will apply for a water system grant on the second round.
John reported that the Transfer Station employees asked for authorization to purchase two studded snow tires. They have also asked for brake repairs which John told them to do.
Nancy moved and Dennis seconded to authorize the Transfer Station to purchase two snow tires for $70 each plus $15 each for studding. Motion passed.
John reported that he had attended a Health meeting and will order some more Health booklets.
He also attended a Revolt and Repeal Education Property Tax meeting in Lyndonville.
David moved and Nancy seconded to recess the meeting until after the Property Tax Abatement Hearing. Motion passed.
At 4:46, Nancy moved and Dennis seconded to reconvene the Selectboard meeting.
Nancy will ask Katie Anderson to represent Westmore at upcoming Wind Hearings.
Nancy moved and John seconded to authorize payment of Select Orders #24i. Motion passed.
At 5:00, Nancy moved and John seconded to adjourn. Motion passed.
