In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Debra Rash, Assistant Town Clerk, Dennis Desmarais, Anne Alexander, Ethan Swift and Jeremy LeBlanc.

The Road Foreman, Dennis Desmarais, reviewed the clean up after the recent winter storm. Dennis requested approval for hiring a part-time worker for situations like this. He would like to hire Brent Wright who has a CDL and is available during the winter. Dennis will ask Brent to fill out some papers at the Clerk’s office and come to the next Selectboard meeting for an interview.

After discussing "winging" back snow banks on Class 4 roads, David moved and John seconded to limit it to any "wide spread emergency", ability to turn around and at the Road Foreman’s discretion. Motion passed, Nancy abstained.

Nancy moved and David seconded to approve Select Orders and Payroll #4. Motion passed.

Nancy moved and David seconded to have Nancy write Bill Julian a thank you letter for his service to the Town as a Cemetery Commissioner. Motion passed.

Nancy moved and David seconded to approve Minutes 1/30/2007 and 2/5/2007. Motion passed.

Ethan Swift questioned if the GIS format of the data the Town is getting from their tax mapping contractor met certain industry standards.

Nancy commented that in the 2007 Milfoil Grant application she is writing, the State wants to see more than just maintenance. Nancy reviewed her draft Grant narrative and will make certain changes and get it to Board members for their signatures by 3/3/2007.

The Board discussed the ANR fine money that is payable to Westmore. Ethan and John had talked with agency attorney Gary Kessler who said it has not been paid to them yet.

Ethan reported that Grants are also available for Analytical Services, such as testing the Lake water. Nancy will look into that.

Greg introduced a letter from NEKWMD asking for a key to the transfer station.

Nancy moved and David seconded to ask Larry Phipps to have two keys made- One for the Office and one for NEKWMD. John will talk to Larry. Motion passed.

As part of the Health Meeting, Nancy asked if there could be some hand sanitation spray at the Town Meeting Pot Luck.

David moved and Nancy seconded to have John contact Ann Craven with the VT Dept of Health about hand sanitation. Motion Passed.

Anne Alexander reported that both her and Louisa’s terms on the Planning Commission have expired.

Nancy moved and David seconded to reappoint Louisa Dotoli and Anne Alexander to the Planning and Zoning Commission. Motion passed.

Nancy spoke on the following issues:

Nancy commented that the Town Report does not have an accounting of deficit, general fund or reserve funds balances or a balance sheet for the voters to decide on issues.

John suggested to Nancy that if she has any comments on the Annual Report or finances, she should excuse herself from the Selectboards’ table and speak from the audience.

The Board asked Greg to ask Gosslins Well Drilling to the next meeting to discuss a new water well on Town property.

David moved and John seconded to adjourn at 9:40 PM. Motion passed.
