Selectboard Meeting Minutes

In attendance: John Alexander, Chair and David Stevens, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Road Foreman, Anne Alexander, Vince and Louisa Dotoli, Paul Wasklewicz, Gail Brown, Jethro Hayman, Amber Lafleur, George Martin and Gerald Saindon.

John Alexander called the meeting to order at 6:00 PM.

Dennis reported the road work being done. There has been a little snow to plow now and then, but mostly sanding. He is having an overhead door problem at the Garage. John and David agreed he should have it replaced.

It was brought up that the Transfer Station workers had asked for a new battery for the tractor and to have the engine heater looked at. Dennis will get a new battery and see what is wrong with the heater.

The repairs needed in order to upgrade Tower Lane from Class 4 to Class 3 were discussed.

The Town will replace the culvert at the beginning of the road.

Paul Wasklewicz was concerned about several narrow sections and some culverts that are too small.

A telephone message from Rick Mallary was read.

John moved and David seconded to write the Babsons with the following specifications and Exhibit A (diagram and material needed) which must meet the road foreman’s inspection before Tower Lane will be upgraded from Class 4 to Class 3. Motion passed.

Specifications:

The road must be a minimum of fourteen (14) feet wide.

The 30"culvert mentioned in Exhibit A, #8, must be extended enough to allow the road to be fourteen feet.

There must be one additional 18" culvert installed. See Exhibit A.

The road must have 8" of good gravel-See Exhibit A.

There must be a defined ditch, 6" to 12", by the Babson’s driveway.

This will allow Tower Lane to be a Class 3 road to just past Babson’s driveway.

Amber Lafleur and George Martin appeared for Father Steve from Arcadia Lane. They were concerned about a logger parking and leaving trees on the Father’s land. They also said the Father thought the road had been moved onto Father Steve’s land by the Town or the logger without his consent.

The Board suggested they Post Father Steve’s land.

David recalled the history of the road and said it was the Town that at some point a long time ago put that road in. It is a legal Town road. The logger did not move it.

Gail Brown addressed the Board with several issues to consider for the Town Meeting, Budget and up coming year.

She is concerned about the landscaping around the Municipal Offices.

If no qualified person applies for the Lister’s position she would like to continue contracting with Diane Moore.

She would like a standard cost of living increase for all Town employees.

There needs to be more done to get the Old Office in order.

She suggested that the Town drill its own well and not keep the one shared with the church.

The Board thanked her for her comments and said they will keep them in mind as they go towards Town meeting.

Jethro Hayman made a proposal for hosting the Town’s website. John asked Greg to work with Jethro and make a recommendation.

David suggested that Jan 19th be the first budget meeting and Jan 23rd be the final budget meeting.

John will write a letter to Carol Davis inviting her to the next Board meeting to discuss the water and emergency power system(s) being considered. John will copy Mark Stevens on the letter as he is the Church’s designated contact on these projects.

Correspondence was reviewed.

John asked Greg to sign him up for the Jan 25th "Local Water Quality Protection Workshop".

After reviewing a proposal for trash pickup from Norman (Jim) Morin, David moved and John seconded to accept Jim’s letter as an addendum to his contract with the annual rate of $24,999, subject to voter approval at the 2007 Town Meeting. Motion passed.

Greg was asked to bring the VT Mileage Certificate with the Minutes of the meeting upgrading Old Cottage Lane to the next meeting.

David moved and John seconded to approve Select Orders and Payroll #1. Motion passed.

David moved and John seconded to adjourn the meeting at 9:15 PM. Motion passed.
