Board of Directors Meeting

The meeting was called to order at 7:30 PM
A motion by Dick Simpson to accept the minutes of the June 23 BOD
meeting was seconded by Bob Drew and approved unanimously.
Wayne French presented the Treasurer’s Report for June 23, 05 through
July 11, 05. A motion to accept the report as presented was made by Greg
Gallagher, seconded by Bob Drew and approved unanimously.
Deborah Simpson, for the Beautification Committee, suggested using
spring bulbs and perennials in the 3 urns at the cemetery and in the
other urns maintained by the Association. Bob Drew reported that these
urns do not need to be covered in the winter.
It was suggested that wildflowers could also be planted at the entrance
to the North Beach at the junction of Rtes. 5A and 16, maybe at the
South end at the Willoughby Lake sign, and the triangle by the church.
The initial cost for planting would be more than usual, but no annual
costs for new plants should be necessary. Deborah requests that money
needs to be appropriated and volunteers will be needed to help refill
the urns.
A motion to proceed with putting together a plan to change to spring
bulbs, wildflowers and perennials at the aforementioned sites was made
by Martha McKay and seconded by Dick Simpson; it was approved
unanimously. Deborah will present a plan and a cost estimate at the next
BOD meeting.
Dick Simpson, an officer of the Federation of VT Lake & Ponds, stated
that their Annual Meeting would be July 25 in Montpelier. In addition to
Dick, Art Brooks, Bill Julian and Bob Drew may attend this meeting.
Wayne French stated that the Ladies Aid referred 2 candidates for
Westmore Association scholarships. Following up on a suggestion made by
Art Brooks at the previous meeting, a motion was made by Bob Drew that
the Association requests the candidates to submit a transcript from the
previous year’s studies before we dispense any monies. The motion was
seconded by Greg Gallagher and approved unanimously.
For the Membership Committee, Bob Drew reported that as of July 8th,
197 families have joined for 2005. Bob had sent 398 letters to families
from the Grand List who were not members in 2004 (or perhaps ever). Only
28 have responded but they contributed an average of $35 per family for
a total amount of over $1,000.
Dick Simpson reported for the Milfoil Project that the barriers have
been removed from the Fishing Access and that that area is doing well.
The barge and divers have moved to the North Beach and will then
progress down the East side. He has placed "Westmore Milfoil Project"
signs at the North Beach and on the barge.
Wayne French proposed that the Association donate at least $1,000 for
the Milfoil Project to the Town of Westmore. A motion by Dick Simpson
that the Association gives $1,000 now for the Milfoil Project and
considers donating more by the end of the season was seconded by Bob
Drew and approved unanimously.
Art Brooks reported for the Water Quality Committee that a sample is
being sent to Montpelier for testing for E. coli every Monday morning.
He and Bill Julian attended a recent Select Board meeting and the
Selectmen agreed to pay for the weekly samples and analysis by the
State.
Art Brooks reported for the Nominating Committee that the candidate
for one of the open positions on the BOD is Carol Guitar. The candidate
for the second open position is Lee Anderson, who was previously
selected.
Candidates for re-election to the BOD are Art Brooks and Martha McKay.
Other nominations agreed upon to be presented at the Annual meeting,
July 28, are as follows: Bob Drew, President; Art Brooks,
Vice-president; Greg Gallagher, Treasurer; Mary Drew, Clerk as well as
the two replacement Director positions.
Art Brooks reported that the program for the Annual meeting would be
a presentation by biologist David Conant from Lyndon State University.
Art also suggests that we acknowledge Art Brown’s years of dedicated
service to the Association and to the community at the meeting.
Art Brooks expressed the BOD’s appreciation to Wayne French for his
years of service on the BOD and as President.
The next meeting is scheduled for Thursday, August 11, at 7:30 PM.
