Selectboard Meeting Minutes

In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Gail Brown, Richard Daribi, Arthur French, Jim Collins, Jeff Bickford and Gerald Saindon, Diane Moore.

                    John Alexander called the meeting to order at 6:00 PM.

At the Health meeting, john stated the Health Department would try to set up a meeting with the Health Officer on Friday, July 28.

Nancy was concerned about dogs on the beach and who is our "enforcement officer". John will discuss that with the VT Department of Health.

                   The 6/27/06 Minutes were signed. They had been approved "as amended"

7/11/06. David moved and Nancy seconded to accept the 7/11/06 Minutes as printed.

Jim Collins requested aid from the town in restoring a granite wall by the road in front of his house on Old Rte 5A. David will try to determine whose wall it is.

John had a request from a resident to put an electric line under Old Cottage Lane.

Nancy moved and David seconded to have John call Scott Keiser & Dig Safe to ask advice. Motion passed.

Jeff Bickford spoke about selling the town gravel from his newly licensed pit on Kittredge Road.

David moved and Nancy seconded to purchase 2500 yards of gravel at $1.75 per yard from the Bickfords. The town will pay for the crushing and trucking. Motion passed.

Rather than purchase a mower at this time, David had told Dennis to hire Patenaude to mow the sides of the town roads once.

Nancy moved and David seconded to have Greg be sure that we have Patenaude’s certificate of Insurance. Motion passed.

Nancy reported that VLCT said it was not towns’ responsibility to furnish 911 road signs for private roads. Nancy will get a sample "private roads policy".

Also, VLCT said there are no statutes requiring towns to make private roads passable for emergency vehicles.

Art, Richard and Gail (listers) introduced Diane Moore, a lister from Morgan who is willing to help fill the lister vacancy.

Art explained that an elected lister had to be a town resident, but that the Selectboard could contract out for her services.

David moved and Nancy seconded to offer Ms. Moore $15 per hour as a lister consultant until the 2007 Town Meeting.

Unanimously passed.

                    Nancy will write an agreement.

David moved and Nancy seconded to authorize Greg to purchase a reconditioned copier for $1250 from Schoolhouse grant funds. Unanimously passed.

Greg was asked to see if there could be any trade in for the Xerox, otherwise put it to bid in the paper. If no interest, it could be donated to a non-profit.

Nancy reported that VLCT said the town only had to put real estate and grant funded property out to bid. Not anything else.

Greg will warn the meeting of the Board 8/3 at 9 AM at the Barton Village Garage to look at a sweeper.

Jeremy presented his milfoil bill and a report with survey map.

Nancy moved and David seconded to add the compressor to the equipment list sold to Willoughby Milfoil Service, LLC in exchange for $500 of services "in kind". Motion passed.

Jeremy will bring his "Safety Protocol" to the next meeting.

Nancy reported having a call from Brian Monahan, VLCT, telling her the beach bathrooms should be handicapped accessible.

David moved and Nancy seconded to have Gerald level around the building with sand and top with stay mat, not to exceed $300. Motion passed.

David moved and Nancy seconded to have Nancy write the town auditors asking for a financial report thru the second quarter to be signed at the 8/8/06 meeting. Passed unanimously.

David moved and John seconded to have four posters printed for the transfer station at $15 each. Motion passed.

David moved and John seconded to have Nancy write a letter to the Public Service Board with wind tower pre-trail testimony. Motion passed.

Nancy moved and David seconded to accept Select Orders and Payroll #15. Motion passed.

At 9:08 PM, David moved and Nancy seconded to adjourn. Motion passed.
