Selectboard Meeting Minutes
In attendance: Nancy Mallary, Chair, David Stevens and John Alexander, Selectmen, Greg Gallagher, Town Clerk, Debi Rash, Assistant Town Clerk, Dennis Desmarais, Road Foreman, Anne Alexander, Jereme LeBlanc,Vince and Louisa Dotoli and Gerald Saindon.
Nancy Mallary called the meeting to order at 6:05 PM.
Dennis reported that the mower had been purchased and would be delivered after the stabilizers were installed.
Dennis is asking for up to 2500 yards of crushed gravel from Henry LaBrecque.
It was announced that Dale Perron of VTRANS offered to pay one-third of the start up cost of the Garage’s generator.
Two culverts on Old Cottage Lane has been replaced. Barton Electric will be cutting down a big birch that is in the way.
John asked if anyone knew when the Lake water testing would start. John will call Art Brooks and Bill Julian to set up the testing.
John also summarized a letter from the VT Health Department that said because of budget cuts, they were cutting back on certain services to Towns.
John moved and David seconded to have Vince Dotoli ask the Westmore Association Trustees to oversee any Algae problems. Motion passed.
Owners with algae problems can sign out the two special rakes from the Town Clerk for clean up.
David moved and John seconded to ask Debi to write to the Westmore Association asking for a Milfoil clean-up donation and to solicit any "in-kind" volunteers. Motion passed.
David moved and John seconded to approve Select Orders and Payroll #14. Motion passed.
David moved and Nancy seconded to approve the meeting Minutes of June 25 & 29, 2007. Motion passed.
Although the item on Russell Graphics Maintenance Contract on the Tax Maps was tabled, there were several complaints voiced about inaccuracies.
David moved and Nancy seconded to have John talk to the Listers and to Bill May about the status of the Tax Maps and the contract. John will get back to the Board July 11th. Motion passed.
David moved and John seconded to ask Debi to call Lonnie Brow to determine his interest, availability and earlier survey information to survey the Town’s property by Lacross’. Also, to ask her to write to Blais, Hemmond and Matrix for the same. Motion passed.
David moved and John seconded to have Debi write Dan Ouimette a letter on the status of the logging project with a projected time frame. Motion passed.
David moved and John seconded to have Debi write a draft for a RFP for surveying proposals to mark boundaries and map Town property with a time frame. Motion passed.
Jereme LeBlanc, Willoughby Milfoil Services (WMS) presented a copy of his letter with a copy of his check returning $5000 of the $5500 SEP money to Bryce Simon, Esq. The remaining $500 will be returned after his start-up loan is processed.
John moved and David seconded to sign a Letter of Intent to Enter into a Contract with WMS. Motion passed.
After discussion of the Milfoil Contract and the revised price from $44,000 to $39,000, the signing was tabled for review by WMS until July 11 at 5:00 PM.
John moved and David seconded to sign an Equipment Lease Agreement with WMS for $1. Motion passed.
David moved and John seconded for Debi to get a generator quote from Catamount Electric. Motion passed.
Nancy recused herself for Tower LN discussions.
John moved and David seconded to have Debi send certified letters as prescribed by a letter from Bill May scheduling an inspection of Tower LN on Aug 20, 2007 at 5:00 PM followed by a Hearing at 6. Motion passed.
Nancy returned.
David moved and John seconded to pass the request from Robin’s Roost for Outside Consumption to the Planning Commission to get a copy of their decisions on the use of that property. Motion passed.
David moved and John seconded to sign the Purchasing Policy. Motion passed.
At 9:15, David moved and John seconded to recess the meeting until 5:00 PM Wednesday, July 11. Motion passed.
July 13, 2007 at 6:00 PM
Present were: Nancy Mallary, Chair, David Stevens Selectboard, Greg Gallagher, Town Clerk, Kathy and Ron Holmes, Greg Dwork, Jereme LeBlanc, Cindy Poplawski and Gerald Saindon
Nancy reconvened the recessed July 9, 2007 meeting, which was postponed from July 11 due to a fire, to order at 6:00 PM.
Jereme LeBlanc brought in Willoughby Milfoil Services, LLC (WMS) certificate of insurance.
Nancy moved and David seconded to amend the milfoil contract subject to receiving a donation from Steve Tanner. Motion passed.
David moved and Nancy seconded to authorize Nancy to sign the 2007 Milfoil Contract for $40 per hour at 975 hours totaling $39,000 on behalf of the Town. Motion passed.
The board asked Debi to send out the "survey letter" as is and to also send one to Charles Drown.
The request for "Outdoor Consumption" from Robin’s Roost was deferred to the Planning Commission.
David moved and Nancy seconded to have Nancy send a letter to Robin’s Roost saying the application for "Outdoor Consumption" was deferred to the Planning Commission to review conditions set in existing permits. Motion passed.
David moved and Nancy seconded to adjourn at 6:58 PM. Motion passed.
