Selectboard Meeting Minutes

 

In attendance: Nancy Mallary, Chair, and David, Selectmen, Greg Gallagher, Town Clerk, Debi Rash, Administrative Assistant, Dennis Desmarais, Road Foreman, Vince and Louisa Dotoli, Mary Lou Cummings, Randi Pickel, Ann Duggan, Jeremy LeBlanc, Richard Creaser, The Chronicle, Melissa Deloach, Ed Duggan, Kathy and Ron Holmes, Mary French, Helen Seube, Florence Collins and Gerald Saindon.

Nancy Mallary called the meeting to order at 6:07 PM.

Nancy read a letter from Sally Collopy from VT Local Roads. Dennis will follow up with a call to the local rep.

Dennis asked the Board to accompany him to inspect the Peter Chase property with Scott Keyser at 1:00 PM Friday.

Dennis reported that all the gravel roads in Town have had been treated with chloride.

Cole’s Road has been graveled.

Dennis has been looking for a mower for the tractor. Desmarais’ will have one (used) Wednesday. Dennis and David will take a look at it Wednesday at 10. The asking price is $3600.

Dennis said he could rent a John Deere to cut the brush on the side of the roads. He will check the price of contracting with Harvest Equipment for a cutter.

Mary Lou Cummings suggested using unrestricted cash for the extra paving expense.

Ed Duggan has seen the plans for replacing a culvert, ditching and graveling on Old Cottage Lane and would like to meet at the site with Dennis to see what is actually planned. He is concerned about raising the road so as to allow water run off onto his property. Dennis will meet him, Tuesday at 9 AM.

David moved and Nancy seconded to authorize Select Orders and Payroll # 13. Motion passed.

David moved and Nancy seconded to approve the Minutes of the June 11, 2007 Meeting. Motion passed.

Randi questioned what the Town is doing on the mudslide problem. Louisa replied that Zoning is working with Act 250.

Randi also commented on the amount of algae in the Lake.

Debi reported that Paul Moffat did meet with the Nature Conservancy at the Bog Trail and their inspection went well.

The Milfoil Grant has been approved and she will send an invoice for the first 50% to ANR on Westmore letterhead.

She will also provide them with proof of insurance as required.

David moved and Nancy seconded to sign the Milfoil Grant for $14,019.

Randi asked why we don’t use chemicals on the milfoil. Nancy replied that our resident water quality professor, Art Brooks, suggested we not use chemicals.

Motion passed.

Debi reported that we have received the award for the USDA Grant for the Emergency Backup Generators for $11,000.

David said that the forester, Charles Drown, had talked to him. David thought the Town should have an independent forester work for the Town, rather than one associated with the logger, but that Mr. Drown could do the boundary blazing.

Randi suggested the Town wait a year since there had already been so much logging in that area.

Tower Lane issues were tabled.

Vince said that he would not be available to moderate the Special Town Meeting July 13th, but that Paul Moffat would do it.

Helen Suebe and Mary French expressed their concern about the algae in the Lake this year and wondered if the Town could do anything about it. Randi said volunteers should use the Town’s rakes and clean it up. Florence Collens suggested getting the Community Service workers to do it.

David suggested asking to have an ANR or Natural Resources attend a Selectboard meeting and answer questions on algae.

John Alexander arrived at 7:14.

Gerald report that the North Beach was doing fine. Someone is still cutting some of the cedar trees.

After reviewing a response letter form Carol Davis, The Board decided to ask the Church to meet with them Tuesday, July 10 at 11AM or Wednesday, July 9th at 6 PM. Debi will check with Bill may to see if the Town needs to Warn the meeting.

Greg presented a contract he had received from Eric Swanson for Dept. of Correction’s work crews. Several ideas were discussed.

Helen Suebe asked when the channel markers at the boat launch would be set out. They help keep the boats from chopping up the milfoil.

John and Gerald will get them in.

Jeremy LeBlanc and Ann Duggan returned to the meeting. Debi said that she had received an e-mail from Gary Kesslar, ANR., and they had concluded that the SEP payment to Willoughby Milfoil Services was an error and should be returned. WMS will need a letter of intent to enter into a contract in order to get some start up money, some of which will be used to pay back the SEP funds.

John moved and David seconded to have Debi draft a letter of intent for the Board to review Friday. Motion passed.

The Board will forward the copies of the Letter of Intent and the Milfoil Contract to Bill May for review.

David moved and John seconded to have Nancy sign an "Equipment Lease" with Gerald Saindon. Motion passed.

At 8:30, John moved and David seconded to go into Executive Session for legal and personnel issues. Motion passed.

The Board came out of Executive Session at 8:54.

John moved and Nancy seconded to authorize David to represent the Town and sign the Town’s response to the Fenoff request. Motion passed.

John moved and David seconded to approve the DRAFT Purchasing Policy as amended. Motion passed.

John moved and Nancy seconded to set Larry Phipps pay rate at $11.20 per hour and all other Transfer Station employees at $11 per hour effective January 1, 2007. Motion passed with David abstaining.

David moved and John seconded to set Gerald Saindon’s pay rate at $10.45 per hour effective January 1, 2007. Motion passed.

David moved and John seconded to recess the meeting at 9:16 until Friday, June 29 at 1 PM at the top of Peene Hill Road. Motion passed.

Selectboard Meeting Minutes

June 29, 2007

 

 

Present were: Nancy Mallary (Selectboard Chair), David Stevens (Selectboard member), Dennis Desmarais (Road Foreman), Scott Keyser (State Highway Engineer), and Peter Chase (property owner).

Nancy Mallary reconvened the recessed June 25th meeting at 1:00 pm at the Peter Chase residence on Peane Hill. After a lengthy discussion and examination of the culverts and ditches near and on his property, the board instructed Dennis to dig out the ditch running parallel to Mr. Chase’s driveway to improve drainage. Mr. Keyser also suggested that the property owner install drainage tile to dry out his house site.

David moved and Nancy seconded to sign the June 28, 2007 letter to Bill May and a draft Letter of Intent capping the Willoughby Milfoil Services contract at $39,000.00 for his advice. Nancy agreed to deliver the letters and a copy of the contract proposed by Willoughby Milfoil Services (with proposed amendments) to Bill’s office immediately following the meeting. The motion passed.

David moved and Nancy seconded to have Nancy sign the Department of Corrections Agreement for Community Service work to include minor beach and lake care as of 6/28/07. A DOC diver would be supervised by Gerald Saindon to work on buoys and do a test raking of algae at Helen Suebe’s.

Dennis was interested in DOC help if they could run a chainsaw and Nancy agreed to get back to him on that. The motion passed.

David moved and Nancy seconded to authorize Dennis to purchase a mower for $3600.00 plus whatever accessories were needed. The motion passed.

David moved and Nancy seconded to adjourn at 1:53 pm. The motion passed.
