Selectboard Meeting Minutes

In attendance: David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmairis, Road Foreman, Randi Pickle, Health Officer, Paul Wasklewicz, Dick Simpson, Bill Julian, Louise and Vince Dotoli, Dean Comstock, Sarah Pya??, Mary French, Ken and Kay Clark, Helen Suebe, John Pepper, Gerald Saindon, Midge Gallagher, Nan French
David Stevens called the meeting to order at 6:00 PM.
Dennis reviewed the Newark Road job. He has several options for purchasing gravel. He will need 300 yards. He is ready to chloride the roads once drier weather arrives.
The board said that road signs and their installation are done by the Town out of the 911 account.
Greg was asked to write Dale Perron to ask him to remove the two sign post across from Randi’s house that used to hold the Fox Hall sign.
Nancy moved and David seconded to approve the Minutes of June 16, 2006 with the change of the date from June 19 to June 16. Motion passed.
Nancy moved and David seconded to approve the minutes of June 6 and June 13 as printed. Motion passed.
In response to a question by Greg, the Board replied that street signs, even for non-town roads, should be paid and installed by the Town out of the ‘911’ account.
Mary French commented that there were several cottages off Old 5A that did not have 911 numbers on them. She felt this might be a problem if they needed fire or rescue assistance. Greg will call the Fire Chief for advice.
Vince Dotoli commented that he thought the road crew did an outstanding job, working all hours, when needed, and sometimes in very bad weather.
Paul Wasklewicz explained that any criticism at the last meeting was of certain work on certain roads.
David will get together with Dennis to go over a list of work to be done which was created from an inspection by David and Scott Keyser, VT Highway Dept.
Dennis said Perkins Lane work was next on his list.
The Health Meeting started at 6:45 with Randi reading a letter from Angela Shambaugh, VT Aquatic Biologist regarding her inspection and testing of the algae in Willoughby Lake.
Randi said she has volunteers willing to help clean algae from the lake. She will keep records of all volunteers’ times.
Randi explained that it was not Blue/Green algae, but could become it.
Gerald Saindon said he has been seeing algae for the last three years
Randi reported that the two test of the water in the Municipal Building came back good. Paul Wasklewicz will take the nitrate sample to the lab.
David asked the status of the radon test. According to Norman Blais, it should be tested in the water.
Helen Suebe presented a petition with a letter of concern about the algae. She explained that in front of her property, it was "solid".
Jeremy LeBlanc said it had grown very rapidly this year.
David moved and Nancy seconded to authorize Greg to purchase two special rakes to clean up algae. Motion passed.
John Pepper reported that his five year old grandson came out of the water with a burning rash on his body.
David moved and Nancy seconded to authorize Randi to post warning signs at the boat launch and North Beach. Motion passed.
Randi responded to a question about her having a meeting with John Alexander and Anne Craven of the Vermont Health Department. Randi said she would only meet with them in a public meeting.
Nan and Mary French reported on their efforts to arrange services from the Bookmobile and shuttles to Barton on the Rural Community Transportation bus.
Nancy moved and David seconded to authorize Mary to arrange to have the Bookmobile visit Westmore. Motion passed. RCT will come to shuttle people to Barton twice per month on Tuesdays.
Nancy moved and David seconded to allow use of supplies for a mailing to survey public interest in these services. Motion passed.
Nancy moved and David seconded to place the Lister ad in other papers. Motion passed.
Jonathan Perkins of All Terrain Extreme reviewed the Maintenance of the North Beach. He will bid on the mowing.
Gerald reported on his efforts to repair the bathrooms. He suggested the horse shoe tournament people provide a port-o-potty.
He has built a box for the trash and put it behind the bathrooms.
Jeremy LeBlanc reviewed his revised Milfoil contract with the Board. After several questions were discussed, they all came to an agreement. Before finalizing the contract, Nancy will take a copy to Bill May for his review.
Nancy moved and David seconded to have Nancy ask Bill May about any concerns about the Town leasing or selling equipment to Jeremy. Motion passed.
Nancy moved and David seconded to pay Gerald Saindon $17 per hour when using his landscaping equipment. Motion passed.
Nancy moved and David seconded to accept the corrected Select Orders #12. Motion passed.
Nancy moved and David seconded to accept Select Orders and Payroll #13. Motion passed.
Nancy moved and David seconded to authorize Gerald to use the bucket loader to repair the beach. Motion passed.
Correspondence was reviewed.
David moved and Nancy seconded to have the Town Clerk sell Aquatic Nuisance Species Stickers. Motion passed.
Nancy moved and David seconded to OK the 5K Walk/Run as long as the Fire Department and the Church were OK with it. Motion passed.
At 9:57 PM, David moved and Nancy seconded to adjourn.
