Board of Directors Meeting
Attending: Lee Anderson, Bob Drew, Mary Drew, Greg Gallagher, Carroll Guitar, Martha McKay, Dick Simpson and Vince Dotoli
Absent: Art Brooks, Mari Harter and Bill Hartford Guests: Jim McKay, Roger Hildebrandt
The meeting was called to order at 7:33 PM.
A motion by Dick Simpson to accept the minutes of the August, 2005
meeting was seconded by Carroll Guitar and approved unanimously.
Greg Gallagher presented the Treasurer’s Report for August 1, 2005
through June 21, 2006. After distributing copies to the Directors and
the correction of the name of Paul Bosjack to Paul Rogers (a 2005
scholarship recipient), a motion to accept the Report as presented was
made by Dick Simpson, seconded by Lee Anderson and approved unanimously.
Old Business -
Membership Committee: Bob Drew reported that there are currently 211
member families of the Association, of whom 22% made contributions of
$50 or more. Martha McKay and Sallie Jesser will contact these generous
contributors to thank them personally.
Beautification Committee: Bob Drew stated that the triangle at the
junction of Rte. 16 and Rte 58 will be reworked and reseeded. Last
year’s snow storm and late frost were not kind to our first efforts to
get wild flowers growing.
Lee and Carmen Anderson have planted flowers beneath the "Welcome to
Westmore" sign at the South End.
Bob Drew proposed that the triangle at the foot of Hinton Hill Road be
readied and planted by a professional landscaper which the Association
will pay for.. He received an estimate of around $3,000 for this project
and, if approved, will get several more bids. A motion to proceed with
this project was made by Vince Dotoli, seconded by Carroll Guitar and
unanimously approved Bob will contact the town officials to gain their
approval.
Milfoil Commottee: Dick Simpson reported that the Town plans to
contract for the job with Jeremy LeBlanc who has the necessary equipment
and the divers lined up. Hopefully the harvesting of the milfoil will
begin soon after the Fourth.
VT Better Back Roads Grant: Lee Anderson was misinformed of the date
for the meeting in 2005 about obtaining a grant to assist the Town in
taking advantage of this program so he missed getting to have this
project started. He plans to attend this year now that he has the
correct dates.
Liability Insurance for the BOD: Dick Simpson was going to check with
the Westmore Selectpersons to see if the Town will cover the BOD as
Shadow Lake does. He will be contacting the town officials soon..
Depth Survey: Art Brooks was going to check into getting a government grant to do a comprehensive new depth survey of the Lake for subsequent maps. Since Art was not here for this meeting we will discuss it again next month.
New Business -
Replacement of Directors and Officers: A Nominating Committee was
formed consisting of Vince Dotoli, Dick Simpson, Carroll Guitar and
Martha McKay. They will seek candidates to fill the positions that open
up in July, 2006 with their slate being proposed to the membership at
the Annual Meeting.
New Volunteer Committee Members: Bob Drew requested that the various
Committee Chairmen contact each volunteer to assess their level of
interest and availability.
Scholarships: The Association has two applicants so far – Megan
Valley and Paul Rogers. After a discussion of how to work with the
Ladies Aid Scholarship Committee and not wind up just rubber-stamping
their selections, it was decided that our Scholarship Committee Chair
will attend the Ladies Aid meetings regarding scholarships and then
select our own recipients.
Fishing Access: Bob Drew initiated a meeting last September with
State officials regarding the possibility of an additional fishing
access with a larger parking area and safer traffic conditions. All
options (North end, South end, West side and expansion of the current
access) were discussed and none proved to be viable. Consequently, we
will try to get the State to better warn the public of the potential
hazards of the current access. In the meantime, Bob will contact the
LaCross family regarding the removal of some of the cedar trees that
block the public’s view of the access area when traveling south on Rte
5A.
Regarding the use of Route 5A by many logging trucks, a change in the
federal law regulating the load limit on the Inter-states is required.
The Association will continue to encourage its members to contact the 3
members of congress in Washington to urge them to get the Inter-state
limits raised to the same or greater level of the Vermont highways.
Federation of Lakes and Ponds Meeting: Their annual meeting is
Monday, July 24, in Montpelier. All members of the Westmore Association
are invited to attend.
Association Annual Meeting Speaker: Bob Drew reports that Roger
Thompson from the Agency for Natural Resources will speak regarding the
new and pending laws that do or will effect our sewage and septic
systems and water supplies, including lake water.
Web Page: Greg Gallagher states that the page is being updated now
and can be updated every two weeks. Bob Drew will pass on to Bruce
Wheeler any suggestions for improving the Association’s Web page.
Household Hazardous Waste: Greg Gallagher states that calendar dates
and pick-up sites for hazardous waste is posted in the Town Clerk’s
office.
Heindel & Noyes: The Association received a letter from this firm
offering their services in obtaining grants. After a short discussion,
the BOD decided to decline the offer.
4th of July Boat Parade: Dick Simpson expressed concern that there may be too few participants in the Boat Parade this year. Only 3 entrants have signed on so far. Hopefully, more will be added in the next few days.
The next BOD meeting is scheduled for Thursday, July 20, at 7:30 PM at the Town Clerk’s office.
