Selectboard Meeting Minutes
In attendance: Nancy Mallary, Chair, David Stevens and John Alexander, Selectmen, Greg Gallagher, Town Clerk, Debi Rash, Scott Keyser, AoT, Andrew Zebrowski, Annalei Babson, Randi Pickle and Gerald Saindon.
Nancy Mallary called the meeting to order at 11:06 AM.
Scott Keyser explained the estimated State Aid for the Class 2 and 3 roads. He estimates it will be the same as 2006, $41,800.
The Town will not be eligible this year for any Class 2 Roadway grants because Westmore received $10K for roads two years ago. Bridge and Culverts is another Grant that is sometimes available if there is a major problem.
David said the Town is planning to pave TH 4. He said the town will pave about 1 mile of Cook Road this year.
The Selectboard signed the 2007 Highway budget of $107,400 winter, $87,900 for summer and $58,500 for paving a total of $253,800.
Greg will send the LSC 2006 Bridge and Culvert inventor to AoT. Scott said it should be updated every five years.
David asked Scott what he knew about Ancient Roads. Scott has not received any information on that.
Nancy asked about County roads. Scott said the State does not do those, the County Road Commissioners do those. One of the commissioners is Shawn Austin from Morgan. Scott will get the other names to Nancy.
Annalei Babson asked Scott about Tower Lane and the process of reclassifying it from a class 4 to class 3.
Nancy recused herself.
Scott said the State standards are 12 inches of sub base gravel topped with three inches of crusher run gravel. The width is determined by the amount of traffic, but the Town can ask for up to 20 feet in width. Any new culverts should be 18 inches in diameter. There is a minimum of 15 inches for driveway culverts. He also said that the property owners along the road are responsible for driveways, culverts and any paving within the right-of-way.
Scott said that ditches should be a 1:2 slope after some green space from the end of the gravel.
David asked if the road did not get upgraded to a Class 3, could the Town discontinue the road. Scott said that is only done when one person owns both sides of the road.
Scott said it is usually hard to get other people to help pay for upgrading the road. He added that it is difficult for the Town to do the upgrading and have the taxpayers pay for the work.
Annalei asked if other Towns have done "provisional" upgrades. Scott said if roads do not get fixed up to standards after a provisional upgrade, the State will recoup it’s state aid over that period of time.
At 12:30, Scott Keyser left the meeting and John and David deliberated on Tower Lane.
The deliberation ended at 12:55.
David moved and John seconded to start the reclassification process of Tower Lane over again due to notice not being made to landowners within the sixty days allowed. Motion passed.
David asked Annalei if she was still interested in getting Tower Lane reclassified. Annalei said "Yes".
Nancy returned at 1:00.
At 1:05 PM, John moved and David seconded to go into Executive Session for a personnel issue(s).
Executive session ended at 1:45
John moved and David seconded to adjourn at 1:50. Motion passed.
