Selectboard Meeting Minutes
In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Vince and Louisa Dotoli, Anne Alexander and Gerald Saindon.
John Alexander called the meeting to order at 6:05 PM.
Greg gave the updated Cigna costs. Nancy said the open enrollment date will end April 1. Darcey is needed to discuss his medical policy.
Nancy moved and David seconded to approve Select Orders and Payroll #5. Motion passed.
Nancy moved and David seconded to not put unapproved minutes on the Town’s website. Motion passed.
John moved and David seconded for the Feb. 19 Minutes to say he (John) "suggested" Nancy to make comments on financials from the floor, not from the selectboard’s table. Motion passed.
Following discussion of ice buildup on the Municipal Buildings back roof, David moved and Nancy seconded to have Greg check into getting the ice removed by an insured contractor. He is authorized up to $250 for the job. Motion passed.
Greg reported on an inspection by Gosslins Well Drilling to see if it is feasible to drill a well on Town property.
Gosslins said it would be difficult to locate a spot, but since it is a ‘commercial’ property, it would need an engineer to locate the well site. Nancy spoke to Gary Leach who also said a new well on the Town’s property was probably not feasible. The board discussed the cost of the water system.
Nancy reported that the $11,000 Generator Grant with USDA looked good, but that Mark Kaprowski, USDA, said there would be reduced funding for the second round of grants.
John reported that he had spoken with the owner of two dogs which were reported running loose and intimidating residents on the West side. The owner said he would keep his dogs under control and take them with him when he goes out of town.
The Transfer station tipping fees were discussed. More information is needed before setting new rates.
Correspondence was passed over until the meeting reconvenes March 6.
John read an e-mail from Ethan Swift about mis-directed SEP funds.
David moved and Nancy seconded to recess the meeting at 9:45 PM until March 6 after Town Meeting. Motion passed.
John reconvened the meeting on March 6 at 2:44 PM.
David moved and John seconded to elect Nancy as Chairperson. Motion passed.
Nancy moved and David seconded to appoint the following officers:

Motion passed.
Nancy moved and David seconded to appoint Arthur French, Allan Cole and Bill Perkins to the Planning Commission/Zoning Board as their terms expire. Motion passed.
A letter from David Bradshaw representing Mad Brook Farm was read. John said he would respond.
John moved and David seconded to accept the Feb. 19, 2007 Minutes as printed. Motion passed.
David moved and John seconded to sign Excess Weight Permits "Unless legally posted" for Newport Sand and Gravel, Clem-Dee, Cardinal and Barrett Trucking. Motion passed.
David moved and Nancy seconded to sign a Liquor License for Northern Exposure. Motion passed.
A fax from Bill May, Town attorney, regarding reclassification of Tower Lane was read.
David moved and Nancy seconded to adjourn at 3:13 PM. Motion passed.
