Selectboard Meeting Minutes
In attendance: Nancy Mallary, Chair, and David, Selectmen, Greg Gallagher, Town Clerk, Debi Rash, Assistant Town Clerk, Bruce Wheeler, Vince and Louisa Dotoli, Mike Branon, Cindy Poplawski, Laurie Zilbauer, NVDA, Ron and Kathy Holmes, Melissa and Andrew Zebrowski, Jeremy LeBlanc and Gerald Saindon.
Nancy Mallary called the meeting to order at 6:00 PM.
David moved and Nancy seconded to set the rate of pay Brent Wright at $12 per hour as a part time road employee, for the record. Motion passed.
Nancy reported that she was called by Gerald who was concerned about the algae floating up on the North Beach. Nancy called Angela Shambaugh of the ANR who said algae is not an issue until the water gets warm.
David moved and Nancy seconded to approve Select Orders 10A. Motion passed.
David moved and Nancy seconded to approve Select Orders and Payroll #11. Motion passed.
Seth Rowell has provided liability insurance. Debi has sent letters to all Cemetery mowing bidders.
David moved and Nancy seconded to approve meeting Minutes of 5/14/2007 as written. Motion passed.
Nancy moved and David seconded to recognize Gerald Saindon for his dedicated work for the Town and especially at the North Beach. Bruce Wheeler suggested putting a press release in the Chronicle. Motion passed.
Gerald asked the Board to make a "No Dogs on the Beach" ordinance. David suggested talking with the Sheriff about how to regulate dogs on the beach.
Greg reminded the Board that they had committed to the Westmore Association to install a water spigot on the front of the Municipal Building for their flower garden.
David moved and Nancy seconded to asked Greg to run it by Historic Preservation first. If OK, have Gerald put one in. Motion passed.
Debi, as Administrative Assistant, reported that she is researching Grant availability.
David moved and Nancy seconded to invite Gary Leach, Leach Engineering, and the Church representative(s) to the next meeting to discuss the water options. Motion passed.
Debi will draft a letter.
Bill Perkins submitted a proposal for leveling the slope of the new section of the cemetery.
David moved and Nancy seconded to accept the proposal and to have Bill check with Dennis whether to do option #1 or #2. If option #2 is taken, Bill is asked to come back if it runs over the estimated $2100. Motion passed.
Laurie Zilbauer from NVDA was present to discuss the Rapid Response Plan. There is a new state format to be updated, but she said there is no deadline for updating the RRP. Laurie said the church should sign up with Red Cross as our shelter. If the Community Hall is needed, Red Cross would cover all the expenses and any damage. Laurie will help with agreements and come back in the Fall.
Nancy reported that the Appraisers reviewed sixty property tax assessments last week.
Nancy has a purchasing policy from VLCT that she and Debi will work on.
Tower Lane was passed over until John can be present.
The "Concerns" Motion was passed on until John can be present.
No action was taken on the Tour de Kingdom/IROC request until next meeting. There were questions about where and how they would set up refreshments and toilet facilities. There were also safety issues brought up.
Melissa Zebrowski asked what was happening with the Hayes/Anderson landslide. Louisa replied that the VT Act 250 Agency was regulating what the Hayes need to do to remedy the problem.
Debi reported that Ann Bove had recently called Greg to say Westmore had been awarded $14,019 for this year’s Milfoil Grant.
A lengthy discussion of the $5500 payment due to Westmore and evidently paid to Willoughby Milfoil, LLC instead followed. Jeremy LeBlanc said the money was used for 2006 cost overruns. Several members of the audience commented that since the contract was paid, that money should go to the Town.
Kathy Holmes read a letter asking the Selectboard not to enter into a contract with Willoughby Milfoil Services this year until the Town gets the $5500.
David and Nancy said the investigation into what happened is still ongoing.
David moved and Nancy seconded to go into Executive Session at 9 PM to discuss Personnel Policies and compensation. Motion passed.
Nancy moved and David seconded to come out of Executive Session at 9:16 PM. Motion passed.
Nancy moved and David seconded to pay Debra Rash $13 per hour as Administrative Assistant. Motion passed.
David moved and Nancy seconded to adjourn at 9:17 PM. Motion passed.
