Selectboard Meeting Minutes
In attendance: David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk – Dennis Desmarais, Road Foreman, Bruce Wheeler, Jeremy LeBlanc, Cindy Poplawski, Randy Rosenstein, Richard Simpson, Gerry Saindon, Louisa and Vince Dotoli, Nan French, Mary French Katie Anderson and Richard Mallary.
David Stevens called the meeting to order at 6:00 PM.
The "Boundaries" issue was not discussed as that was an item that John submitted.
Cindy Poplawski said the Health Officers were planning a "Health Symposium" for later this summer.
Nancy moved and David seconded to ask Greg to contact Bill Julian and Arthur Brooks for the water testing schedule for the North Beach. Motion passed.
Dennis said he was ditching the Newark Road with the grader. He needs to hire an excavator to put in the culverts. They cleaned the North Beach last week. They have a "community worker" for one day per week for thirty weeks. He is working well. The crew will be grading and chloriding next.
Randi suggested people put their garbage bags in barrels so birds and animals can not tear them open.
Nancy moved and David seconded to have Greg put out a revised trash pick up schedule with reminders: NOT to put trash out the night before; Use clear plastic bags; Owners responsible to pick up torn bags and scattered garbage; and if there are any problems, to contact their select person. Motion passed.
David moved and Nancy seconded to only charge for the use of town property on a case by case basis. Motion passed.
Nan French presented a petition to use the former office as a Community Center.
Nancy moved and David seconded to enter the petition into the minutes and to have Greg work on the logistics of scheduling the office use. Motion passed.
Nancy moved and David seconded to keep the Lister position open. Motion passed.
When asked, Greg said he had gotten no response from the letter sent to Heather Rowell.
David moved and Nancy seconded to table proposals for cleaning and maintaining the beach bathrooms. Motion passed.
Nancy moved and David seconded to ask Randi to test the water at the Municipal Building. Motion passed.
Nancy moved and David seconded to Table plumbing bids until next meeting. Motion passed.
Nancy moved and David seconded to accept the Minutes of the May 16, 2006 meeting. Motion passed.
Nancy read an e-mail sent from Ethan Swift RE the milfoil project.
At 8:02 PM, David moved and Nancy seconded to recess the meeting in order to hold the Zoning By-Law Amendment Hearing. Motion passed.
Louisa explained the basic purpose of the changes were:
To use the same language as the state statutes;
Encourage affordable housing and
Address Group homes.
Cindy commented that we need a Town Plan and also upset with the idea of wind towers.
Rick Mallary was concerned about some of the definitions. Nancy explained that those were set by the State and could not be changed.
Randi would like to see a fifty foot vegetation buffer around the Lake. She also thought a fifty foot dock was too much.
Kati Anderson said she looked forward to updating the Town Plan.
Nancy moved and David seconded to discuss the By-Laws with the full board. Motion Passed.
David moved and Nancy seconded to close the By-Law Hearing at 8:58 PM. Motion passed.
Nancy asked Louisa to provide a list of terms of the Planning Commission members.
Jeremy LeBlanc discussed his Milfoil contract proposal. After some discussion about contracting or hiring employees,
Nancy moved and David seconded to hire Jeremy as a town employee at $12.50 per hour to get some of the initial set up work started. This is with the understanding that all gross wages would be deducted from the contract price if the contract was eventually entered into. Motion passed.
Nancy moved and David seconded to have Greg fax to Ethan the Certificate of Liability for the Milfoil program. Motion passed.
David moved and Nancy seconded to have the Pound Keeper release the two dogs recently picked up to the custody of Anne Leveve. Motion passed.
David moved and Nancy seconded to approve Select Orders and Payroll #11. Motion passed.
Nancy moved and David seconded to recess the meeting at 10:10 PM. Motion passed.
