Selectboard Meeting Minutes

Nov. 15, 2005

In attendance: John Alexander (Chairperson), David Stevens & Nancy Mallary Selectboard members. Denis Demerais, Road foreman. Citizens-Gerald Saindon, Louisa Dotoli, Vince Dotoli, Anne Alexander, Arthur French, Richard Dabiri, Kimball Johnson, Mary Smith, Mike Brannon, Randi Pickle and Bruce Wheeler. David Stevens had to leave early.

John Alexander called the meeting to order at 6:00 PM.

Health Meeting- Nancy Mallary moved to close the Health Meeting as there was no business to discuss. David Stevens seconded. Motion passed.

Road Foreman report – Dennis reported that the recent storm cost between $2500-3000. Greg presented Clayton Ham’s quote for plowing. He will have to have Westmore as ‘additional insured’ on his insurance certificate.

David will meet with Scott Keaser RE Town Highway30 (Old Cottage Lane).

Emergency Management Plan- After a presentation by Kimball Johnson, Nancy moved to adopt the "Rapid Response Plan Resolution" and authorize Kimball Johnson to set up a town forum on the issue sometime in February. Seconded by David. Motion passed.

Mary Smith expressed her concern about the Lake level. She was advised that it was going down in spite of all the rain. She was also told that the VT Agency of Natural Resources controlled the Lake.

Trash bids from Norman (Jim) Morin and Austin’s Rubbish Removal were opened. Nancy moved and David seconded to ask someone from Austin’s to explain his bid at the next Selectboard meeting. The Treasurer was asked to bring trash hauling costs to the next meeting.

Bruce Wheeler, Kimball and Greg explained their website proposal for the Town of Westmore. The website would have room for all town boards and committees to have their information included. The question of how the site would be sponsored prior to Town Meeting was raised.

Randi Pickle reported that there was another dog loose in town and that she is also concerned about target practice being done in town.

Nancy moved and John seconded that Nancy write a letter to Heather Rowell requesting help with the Youth Recreation Grant. Motion Passed.

Listers- Richard Dabiri and Arthur French presented the listers "Re-Appraisal Plan" with Addendums. They were asked to get input from Vermont Coalition of Towns and Mr. Lay. The Listers were asked to then come back to the next meeting for further discussion.

Nancy moved to change the 12/13/05 Selectboard meeting to 12/12/05. John seconded. Motion passed.

Greg was asked to put an add to that affect in the Chronicle.

Nancy moved to accept and sign Select Orders 23 and Select Payroll 23. John Alexander seconded. Motion Passed.

Nancy moved, seconded by John to accept the minutes of Selectboard Meeting 11/1/05. Motion passed.

Nancy moved, seconded by John to accept the minutes of Special Selectboard Meeting 11/09/05. Motion passed.

Nancy moved, seconded by John to adjourn the meeting at 9:22 PM. Motion passed.
