SPECIAL SELECTBOARD MEETING

MINUTES

Present were John Alexander, Chair and Nancy Mallary and David Stevens, Selectboard members, Gerald Saindon, citizen.

The meeting was reconvened from the regular Selectboard meeting on November 14 at 9 a.m. to finish business and deliberate the road reclassification issue.

The first item discussed was the Preliminary Engineering Report for the Town Water System Improvements proposed by Leach Engineering Consultants and the process for a tentative USDA grant for an emergency shelter project. The initial design costs will be $2,500.00 for a total of $77,000.00 to complete the water and back-up power generation part of the job, with the town’s total share around $34,650.00. With the information from Leach, Nancy will begin work on the grant application, which is due in January. She will find out if the engineering is supposed to go through a bid process.

The town received an award and sample press release for the Department of Housing and Community Affairs Municipal Planning Grant of $3,360.00. The application needs to be revised to reflect the Zoning Bylaw amendments only.

Jessica Hill at VLCT said the DVD of the 11/14/06 interactive TV session on Ancient Highways will be available to order after 11/20/06.

There was discussion about the latest set of financials. The budget reports need refining and Greg had been asked to seek Gene Besaw’s advice. Nancy will prepare a draft proposed budget for 2007 for the next regular meeting.

Nancy moved and David seconded the motion to ask Greg Gallagher to warn an Abatement Hearing for December 6th at 6 p.m. at the Municipal Office per William and Nancy McGuire’s request and to have him contact all of the members of the Board of Abatement and request their presence. John Greg will send a letter of reply to the McGuire’s.

Gerald discussed the wiring on the International again and was asked to report back with an estimate of the repairs needed on that truck. We discussed his contribution to the town in all of the departments he has helped out and thanked him for his work. He then left the meeting.

John brought up Al Brisard’s request at the road re-classification hearing asking for a cost benefit analysis of the work needed on Old Cottage Lane. Whether it is Class III or Class IV, it will need about $5,000.00 in culverts and drainage to improve the runoff issue.

David moved and John seconded the motion to reclassify the portion of Old Cottage Lane from Lakeview Road up to the existing turn-around (exact mileage to be determined at a later date) from a Class IV town highway to a Class III town highway. The motion passed unanimously.

The board discussed the turn-around needed further up Long Pond Road because of an increase of year-round residents. It was agreed the area around the Haystack Mountain parking area would have the least impact on that Class III road.

The board read a letter from Sherri Pyden resigning from the Planning Commission. Nancy was asked to write her a letter accepting her resignation with regret. The board re-signed the 8/28/06 letter to Dale Perron and a 9/19/06 letter to Cindy Poplowski for the records.

Nancy was asked to review a Vermont Transportation Survey and compile information for the next regular meeting. Carol Davis objected to a blinking light at the fishing access in writing and Nancy will send her a copy of the letter to Dale Perron.

At 11:20 a.m. Nancy moved and David seconded the motion to recess the meeting again until Monday November 20th at 4 p.m. at the Municipal Office to deliberate on Tower Lane reclassification.
