Select board Meeting Minutes

In attendance: John Alexander (Chairperson), David Stevens & Nancy Mallary Selectboard members. Citizens-Debi Rash, Gerald Saindon, Louisa Dotoli, Vince Dotoli , Randi Pickle, Anne Alexander, Bill Perkins, Katie Anderson, John Badger, Eric Swanson and Jake Marsh.

At 6:00 p.m. the meeting was called to order by John Alexander.

 

Road foreman report-Dennis and Darcy were commended for their good work clearing and plowing through the recent snow storm.

Dennis explained that they were pretty much ready for winter. They will cut new whips and put them in next week.

Dennis did not do the gravel work on TH 22 because he did not realize he had the OK (grant funds available) to do it. The grant is good through June, 2006 and he will do it by then.

Motion by Nancy Mallary, seconded by David Stevens to have Nancy write to Kimball Johnson thanking him for his work during the snow storm emergency and to have Greg ask him to the next Selectboard meeting to discuss an emergency response plan. Passed unanimously.

Motion by Nancy Mallary, seconded by David Stevens to have Greg contact Robert DeLaBruere to negotiate a plow contract for the Class III section of Town Highway 10, as requested by Phyllis Parrot. Passed unanimously.

Motion by Nancy Mallary, seconded by David Stevens to have Greg contact Clayton Ham to negotiate a plow contract for the Class III section of Town Highway 16, about 800 feet. Newark will no longer plow it. Passed unanimously.

Motion by Nancy Mallary, seconded by David Stevens to have David investigate with Scott Keyser on Town Highway 30 to find out what is needed to upgrade it to Class III. Evidently, the State had reclassified it as Class IV in 1972, although the Town has treated it as a Class III road without State highway funding. Passed unanimously.

Health Meeting- Randi Pickle reported that there was a stray dog in town with no tags and no evidence of a rabies vaccine. Another concern was that Claude Desmarias was not always available. Nancy and John believed, as Health Officer, Randi is authorized to write the owner a letter to confine the dog for 10 days to see if it had rabies. Then to have the dog vaccinated.

Approval of minutes from previous meetings- Motion by Nancy and seconded by David to approve October 18, 2005 Select board meeting. Passed unanimously.

Motion by Nancy and seconded by David to approve September 15, 2005 Select board meeting. Passed unanimously.

 

Citizens comments- Katie Anderson presented information on various proposed wind tower developments and how they could affect Westmore’s view shed.

Motion by David, Seconded by John to have Nancy invite the UPC developer and Katie to a impact meeting on Wind Towers. Passed unanimously.

Motion by Nancy and seconded by David to allow VAST/snowmobiles to cross the North Beach. Passed unanimously.

Select Orders 22 and payroll were approved and signed.

Motion by David seconded by Nancy to adjourn the meeting. Unanimously passed. The meeting was adjourned at 8:57 PM.
