SPECIAL HEARING ON ROAD RECLASSIFICATION

Selectboard Meeting Minutes

In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Al Brisard, Ray Lanier, Richard Creaser, The Chronicle, Arthur French, Randi Pickle, Cindy Poplawski, Bob Cousins, Kimbal Johnson, Bruce Wheeler, Charlie Deloach, Gardena Paquette, Gary Seslar, Beverly Cummings, Annalei Babson, Ann Duggan, Eric Perkins, Mark Perkins and Gerald Saindon.

John Alexander called the meeting to order at 6:00 PM, resuming site visits to Old Cottage Lane at 4 PM and Tower Lane. It was too dark to look at Tower Lane, so that inspection will be rescheduled.

The board asked Greg to sign them all up for the 12/9 Selectboard Forum.

The Selectboard signed letters to the Highway crew and David Perkins for their help cleaning up the fallen trees during a past weekend storm.

John read the Warning for the Road Reclassification Hearing and laid out the procedures.

One member of the audience asked for the background on this issue which the board explained.

Dennis explained that a culvert would need to be replaced by Ann Dugan’s place.

A comment about raising the road was made.

Another question was asked about how this would affect mail delivery.

David said that Class 3 roads received $1700-1800 per year from the State for maintenance, but Class 4 roads received no aid.

Dennis said that Scott Keyser said that Old Cottage Lane needs culvert replacement and ditching which would cost about $5000. This includes the cost of a small culvert that needs to be replaced whether it is a Class 3 or Class 4.

Someone asked for a "cost/revenue" report which would list additional state aid and the expense of maintaining and plowing the road(s).

The State will not give a definite amount of money needed.

Someone asked if the road was upgraded to a Class 3, could the state come in and make a lot of demands on further upgrades on the Town.

Kimball Johnson answered if so, the Town could "throw it up" again.

John answered that they would do what would be in the best interest of the Town.

At 7:02, the discussion turned to the reclassification of Tower Lane. Nancy recused herself due to personal interests.

The site was visited in darkness, but no one showed interest in going back..

Kimball asked what is the length of Tower Lane. Annalei said .74 miles.

Kimball added a caution on taking on "private" roads, although Tower Lane is not private.

David said that Annalei and David have done a lot of improvements to Tower Lane at their own expense.

Annalei said they would like to upgrade most of the road to a Class 3 or change it to a Private road.

The request to reclassify the road is limited to the Babsons driveway, not beyond.

Randi asked that the Town Plan should be visible. Nancy said it is available on the Town’s website (www.townofwestmore.org).

Arthur French, Planning Commission member said he will bring that up at their next meeting.

Having no further comments on Tower Lane, Nancy returned to the meeting at 7:42.

David moved and John seconded to continue plowing Old Cottage Lane until reclassification is finalized. Motion passed.
