Selectboard Meeting Minutes
Approved
In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Vince and Louisa Dotoli, Randi Pickle, Bruce Wheeler, Larry Phipps, and Anne Alexander.
John Alexander called the meeting to order at 6:00 PM.
Dennis gave the Road Report. He has been doing equipment maintenance, getting the trucks and plows ready for winter. Darcy’s truck is at Pepsin’s getting new seals. Dennis plans on getting winter tread recaps for the back of his truck. The Highway budget numbers were discussed. Chipper Merchant cut the big Pine tree by the Old Office last Saturday.
The Hearing date for considering road reclassification(s) has been changed from Oct 31 to Nov. 6, 2006. There will be site visits to Old Cottage Lane at 4 PM and Tower lane at 5PM prior to the public hearing Nov 6, 2006.
David moved and Nancy seconded to sign a letter to interested parties regarding the public hearing and to have Greg send them Thursday. Motion passed.
David moved and John seconded for Nancy to contact forester John Irwin to find out the status of the Town Forrest logging contract. Motion passed.
Nancy moved and David seconded for Greg to post and publish the Road Reclassification Warning to meet a legal requirements. Motion passed.
Nancy moved and David seconded to adopt the Residential Curb Cut Policy as amended. Nancy will e-mail the final copy to Greg. Motion passed.
Nancy moved and David seconded to accept the 9/19/06 minutes as amended. Motion passed.
Nancy moved and David seconded to adopt the Stray Dog protocol. Motion passed.
At 7:00 PM, Nancy moved and David seconded to go into Executive Session to discuss personnel issues. Motion passed.
At 7:40 PM, Nancy moved and David seconded to come out of Executive session. Motion passed.
John stated that Al Brissard withdrew his request for an electrical access under Old Cottage Lane.
Randi Pickle reported three issues.
She said Greg Wright has been washing his deck and dishes with soap which is just running into the ground and eventually the Lake;
A summer resident on Stony Brook Road had a horse on their property for 2-3 weeks and
She read a letter regarding her involvement in stray dog issues.
Nancy gave a report on the status of the Municipal Planning Grant. The attorney’s fees have gone higher than anticipated.
After reviewing the "Final Milfoil Invoice", Greg was asked to get the in-kind back-up from Ethan Swift and Jeremy LeBlanc.
A letter from the town auditors was read.
Nancy moved and David seconded to have Greg send Gene Besaw and the town auditors the correspondence between the auditors and the Selectboard. Motion passed.
The final USDA/School House Grant requisition has been sent in.
Mark’s Director said if we need to spend money on a well pump we could apply it to the town portion of the Emergency Grant.
Nancy moved and David seconded to sign a support card for Revolt and Repeal of the State Education funding tax as of January 2009. Motion passed.
Nancy read a letter from the Pydens regarding recent accusations of zoning by-law violations.
Nancy moved and David seconded to sign Select Orders #20 and Select Payroll #20. Motion passed.
At 8:40 PM, Nancy moved and David seconded to adjourn. Motion passed.
