Selectboard Meeting Minutes

In attendance: John Alexander, Chair, David Stevens and Nancy Mallary, Selectmen, Greg Gallagher, Town Clerk, Dennis Desmarais, Louisa and Vince Dotoli, Anne Alexander and Gerald Saindon.

John Alexander called the meeting to order at 6:00 PM.

Dennis reported that the storm last weekend kept him and Darcy busy cleaning up fallen trees. He added that the Westmore and Barton Fire Departments as well as Barton Electric also helped in the clean up. They also hired David Perkins to help pick up and haul trees off to the pit.

John reviewed the "emergency protocol(s)" and who should be notified. Nancy moved and David seconded for Nancy to write David Perkins a thank you for his help and ask him if would like to be the Town’s emergency contractor for fallen tree pick up. Motion passed.

Greg said that he had called Gary Leach for an update on the water and emergency electric back up design. Gary should have a proposal with in a week.

Dennis reported that Barton Motors no longer has a diesel mechanic and that we will need to take our diesel work to Hayes Ford.

Gerald said that Hayes Ford advised the Town to take an extended warranty on the F350.

Dennis is getting winter tires on his truck. He is building two sand barrels for the Transfer Station. He will take the bucket loader there by the end of Nov.

John moved and Nancy seconded to have Nancy send thank you letters to Dennis and Darcy for their work cleaning up after the storm. Motion passed.

Also, in the letter, Dennis and Darcy will be encouraged to get a flu shot at the Town’s expense if not covered by insurance.

Nancy moved and David seconded to accept the 10/17/06 Minutes as presented. Motion passed.

Louisa Dotoli reported that the Planning Commission is moving through Hearings. They will be looking into changes to By Laws around the beginning of next year.

John suggested the Commission write up the time commitment needed for their members.

Nancy said the Municipal Planning Grant was amended to focus on by-laws only. Therefore, $6720 has been cut in half.

The Milfoil Grant needs to be closed out. Nancy will meet with Greg on Monday to put the final submission together.

Gerald will get Nancy a list of extra milfoil equipment to use for a "for sale" ad in the Green Mountain Trading Post.

Gerald also reported that the book drop box from Barton was not worth fixing, and that the Old Office was ready for winter and he will lock the beach bathrooms Thursday.

Nancy will work with Greg for the final submission of the HAVA Accessibility Grant.

Greg presented several Department financials for the members to review.

John has been discussing the "water quality fine money" with Gary Kessler, Agency of Natural Resources attorney.

David moved and Nancy seconded to ask Gary Kessler to forward the fine money to the Town Treasurer to be applied $4000 to Milfoil and & &1000 for Willoughby inlet monitoring. John was authorized to write the letter.

Greg will call Gary Leach to ask about his fees and when we will be asked to pay them.

Nancy moved and David seconded to nominate Isaiah Casey for the VT Tree Stewards Award. Motion passed.

Nancy moved and David seconded to sign a letter to Deborah Simpson responding to her letter on minutes. Motion passed.

A letter from the Town of Plymouth regarding protesting property taxes was tabled.

David moved and Nancy seconded for Nancy to call VLCT a DVD of the Inter-active seminar on Ancient Roads was too expensive. Motion passed.

Art French is scheduled to attend.

Greg will sign John and David up for the VLCT Health Trust Annual Meeting on Nov 17th.

Nancy moved and David seconded to sign the Irwin Forestry contract. Motion passed. David will meet with John Irwin to review the final cutting.

Nancy moved and David seconded to give the Orleans Snow Stormers/VAST permission to cross Town property at the North Beach. Motion passed.

Nancy moved and David seconded to approve Select Orders and Payroll #22. Motion passed.

At 9:02, Nancy moved and David seconded to go into Executive Session to discuss personnel issues. Motion passed.

At 9:36, David moved and Nancy seconded to go out of Executive Session. Motion passed.

Nancy moved and David seconded to contact Jim Barlow at VLCT to ask about vacation benefits. Motion passed.

Nancy moved and David seconded to adjourn at 9:45. Motion passed.
