Proposed Town Plan and Zoning By-laws Hearing

In attendance: David Stevens, Chair, John Alexander, Selectmen, Greg Gallagher, Town Clerk, Bethany Dunbar, The Chronicle, Ron and Kathy Holmes Louisa and Vince Dotoli, Bruce Wheeler, Anne Alexander, Gail Brown, Lee Anderson, Toney Strange, Arthur French, Amy Nixon, Caledonian Record, Glenn Harter, Brian Hanson< NVDA and, Gerald Saindon.
David called the meeting to order at 6:04 PM.
Glenn Harter asked what changes with boat moorings were there. Louisa said that there were no changes.
Glenn then read a poem by Robert Frost named "Mending Walls".
David asked about the definition of "kennels" and how many cases are there with four or more dogs.
Kathy Holmes asked where it was written about pre-existing situations being grandfathered.
Brian Hanson explained that anyone with existing conditions that were out-lawed by new by-laws would be grandfathered by State Statutes.
Bruce asked if Section 316-Existing Banks, was for everywhere or just lakefront. Louisa said just lakefront.
David asked about the reasoning against storage containers.
David also asked about the chimney requirements for outsided wood boilers. Chimneys higher than the house could be dangerous and unfunctional. Lee Anderson agreed.
Brian Hanson said that if the Selectboard or Planning Commission make "significant" changes they will need another hearing. The Town Plan should be adopted first, then the by-laws.
John moved and David seconded to send the proposed by-laws back to the Planning Commission to adjust the language on nuber of animals allowed, Chimneys and Storage trailers. Motion passed.
John moved and David seconded to adopt the proposed Town Plan. Motion passed.
John moved and David seconded to adjourn the Town Plan and By-laws Hearing at 7:10. Motion passed.
